Description
Kachess Campground Water & Wastewater System Improvements - Okanogan-Wenatchee National Forest Currently funds are not available for this project. If funds become available an amendment will be issued stating funds are available and proposals are due in 14 calendar days. This acquisition is for water & wastewater system improvements at the Kachess Campground, Okanogan-Wenatchee National Forest, Cle Elum Ranger District. Project includes demolition of existing comfort stations/vault toilets, installing CXT vault toilets, modifying the existing water system, and constructing a small shed. Government estimate is between $250,000 and $500,000. Contract performance period is 90 calendar days. No construction activity will be allowed on site until Sept. 6, 2016. Bid bond, performance bond, and payment bond is required. Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act wage rates, apply Project Manager is Mr. Brantley Bain, 509-664-9251. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on the basis of: (1) the merits of the offer; (2) the risk associated with the offeror's; experience; past performance; managers, key personnel, & subcontractors; use of biopreferred products; price realism; and our level of confidence in the offeror (LOCAR). Contract award will be to the offerors whose offer, conforming to the solicitation, is the best value to the government. This solicitation will be available on or about JULY 08, 2016. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
