REQUEST FOR INFORMATION REQUEST FOR INFORMATION Reserve Health Readiness Program III SYNOPSIS Request for Information (RFI) for Department of Defense (DoD) Healthcare Services in support of the Reserve Health Readiness Program III (RHRP III). RFI to determine current capabilities of commercial healthcare services companies to provide physical examinations, vaccinations, behavioral health assessments, dental exams and treatments, laboratory services, and other health assessments. 1.0 SUBJECT The Army Contracting Command-New Jersey (ACC-NJ) is conducting market research to determine current capabilities of commercial healthcare services companies that provide physical examinations, vaccinations, mental health assessments, dental exams and treatments, laboratory services, and other health assessments. 2.0 DISCLAIMER This Request for Information (RFI) is issued solely for information and planning purposes only and does not constitute a solicitation. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. The Attachment 1 represents historical information and data (as provided under the current RHRP contract) as to services the vendor would be expected to provide. This is not an exhaustive list and does not represent all future medical readiness services that may be needed to meet DoD readiness requirements. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 3.0 DESCRIPTION RHRP III is a DoD, Defense Health Agency program. The program is designed to supplement the Reserve Component's readiness mission by providing Periodic Health Assessment (PHA), Pre-Deployment Health Assessments, Post-Deployment Health Reassessment (PDHRA), Behavioral Health Assessments, and other Individual Medical Readiness (IMR) services that satisfy key readiness deployment requirements. The RHRP provides services to all Reserve Component (RC) forces including the Army Reserve and Army National Guard, Air National Guard and Reserve, Navy Reserve, Marine Forces Reserve, and U.S. Coast Guard Reserves, throughout the U.S., its Territories, and Germany and other outside the continental United States locations as deemed needed by the Services. RHRP also provides the PHA, PDHRA, and IMR services to Active Duty Tricare Prime Remote (TPR) Service members located in geographically remote areas of the U.S. and its Territories. RHRP also provides PDHRAs to DoD civilians. 4.0 PLANNED PROCUREMENT ACTION This section lists potential functional requirements for the proposed requirement. 4.1 Response Content Interested parties are required to respond in writing to each of the items below: a.Indicate whether your company has the capability to execute the potential requirements identified in Attachment 1. If not, describe your company's approach to satisfy the program potential requirements. b.Describe recent experience in the provision of the following; include quantitative numbers that provide insight into the breadth of experience in providing these services: •Healthcare services in-clinic •Healthcare services at non-clinic locations/ group event settings •Call center services •Healthcare services for any branch of the U.S.military and/or Military Healthcare System. If so, outline your company's connectivity to the DoD Systems and any relative system certifications obtained. •Physical exams •Behavioral health services (non-medical, non treatment) •Mental health assessments •Audiometric screening and services •Optometric screening and services •Dental services •Immunizations •Laboratory services c.Describe the methods which your company has used to control costs on past comparable efforts in the commercial and Government/DoD markets d.Describe how you minimize travel costs e.Describe how you use economies of scale and scope at group healthcare events to reduce cost to the Government f.Describe how you ensure the proper licensing and credentialing of your healthcare professionals g.Describe how you maintain high quality standards for the healthcare provided h.Describe how you maintain high quality standards for a call center i.Describe how you coordinate and manage the provision of healthcare services simultaneously at various locations within the United State and outlying territories both during the week and on weekends j.Describe how you maintain patient confidentiality and security of patient records k.Describe how you electronically store and secure patient data l.Describe how you track and transfer patient data electronically m.Describe how you maintain regulatory compliance on the storage and handling of vaccines n.Describe if you have the capability to build and tailor IT platforms to meet the needs of the Services to meet emerging Readiness requirements, that would also be able to provide data uploads to DoD systems. o.Describe if you have the capability of providing and maintaining updated emerging healthcare technologies (ie. smart phone patient appointments, appointment reminders, etc.) 4.2 Response Direction The purpose of this RFI is to gather information about those requirements enumerated above. To the extent simplifying assumptions are needed, respondents are encouraged to make and document such assumptions in their responses. This RFI seeks information about approaches that could meet the potential functional requirements. In doing so, the Government seeks to understand the tradeoffs among risks, costs (initial and ongoing) and alternative approaches to delivering healthcare services. The Government welcomes alternative concepts for solutions that meet these potential requirements including an overview of new technologies or approaches to providing the potential services.
