Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this sources sought announcement. The VA Palo Alto Health Care System will be issuing an Invitation for Bid (IFB) to award a construction contract to a General Contractor for Project 640-396, Expand Emergency Department Facilities. The project consist of the addition of 4,000 GSF new space to include a new lobby, patient waiting area, administrative offices, restrooms, triage exam room, and associated support facilities in Bldg. 100 of VA Palo Alto Health Care System campus in Palo Alto, California. Contractor shall completely prepare site for construction operations, and furnish all labor, equipment and materials and perform work for the project, as required by the drawings and specifications. Scope includes, but is not limited to, the following: 1. Demolition of certain existing interior and exterior portions of Building 100 on the first floor through the roof. 2. Excavation for new building expansion. 3. New concrete footings and structural steel, including connections to the existing building and providing for the expansion of the Emergency Department. 4. New exterior wall envelope and roofing. 5. New interior partitions, glazing, doors, partitions ceilings electrical, plumbing, mechanical, fire protection, low voltage work, and other constructions as indicated in the Contract Documents. 6. Finishes, signage, accessories, casework and all other items to provide a new and completely functional expanded Emergency Department. 7. Phasing and all required work effort to maintain the existing functioning of the hospital and related access and operations on a 24x7 basis, as needed. This includes any temporary utility connections/routing required to maintain continuity of electrical, low voltage, communications, med gas, water and sewer to operating portions of the hospital. 8. Site work and landscaping and underground utilities to accommodate the new work. 9. New rooftop air handlers as indicated with ductwork routed through the existing hospital to serve the new, expanded Emergency Department. 10. Reconfiguration of existing electrical and low-voltage conduits, racks, panels, cable trays, etc. to accommodate the work in the IT Telecom and electrical rooms shown on the drawings. Phasing the relocation of such power and lighting circuits to maintain operation of all areas of the hospital served by the electrical room, including those outside of the renovated Emergency Department. Phasing of the relocation of low voltage systems to maintain functionality of the hospital inside and outside the Emergency Department It is anticipated an IFB will be released on/about October 3, 2016. At this point in the procurement process, the Department of Veterans Affairs is performing market research to determine contractor socio-economic category, e.g. Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a) etc. and, bonding capacity. Interested firms should send, by e-mail only, the following information: Title email as: Response to Sources Sought-Project No: 640-396, Expand Emergency Department Facilities. Socio-Economic Category, DUNS number, Maximum bonding capability for a single bid and total maximum bonding capacity. Information shall be sent to ferdinand.gawaran@va.gov by close of business, July 29, 2016. Estimated construction cost is between $5,000,000.00 and $10,000,000.00. Information received will be used in any set aside determination. The NAICS code for this procurement will be 236220 with a Small Business Size Standard of $36.5 million.
