- Sources Sought Information Request Form Synopsis: REPAIR OF MASS NOTIFICATION SYSTEM - SOURCES SOUGHT. This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Tennessee Air National Guard, Memphis ANG Base, Memphis, TN has been tasked to solicit for and award the following requirement: Repair Mass Notification System, which consist of: a fully qualified maintenance technician with a NICET Level III in fire alarm systems or in low-voltage electronic communications systems, or have achieved the UL Certification level for fire alarms, to closely analyze, trouble shoot, and repair the existing Wheelock SafePath4 and associated Wheelock equipment in each buildings located at the Air National Guard Base, 4593 Swinnea Road, Memphis TN 38118. Design a mutually agreed upon technical solution, provide all necessary property, material, equipment or services, provide all required hardware and software, program according to customer requirements, permanently clear all alarms, and repair Wheelock Mass Notification Systems in the following facilities: B2860, B2884, B2886, B2890, B2980, B2980, B4425, B4455, B4513, B4575, B4607, and B4625. Maintenance Personnel must meet minimum qualification requirements detailed in Unified Facilities Criteria (UFC) UFC 4-021-01 para 8.3.1. - Only personnel trained and qualified in maintaining and repairing MNS will perform inspection, testing, and maintenance tasks. Most types of MNS use technology commonly found in fire alarm systems, giant voice, or other outdoor voice and siren warning systems, and similar maintenance skills are needed. If specific manufacturer training is available, maintenance personnel must satisfactorily complete the training to be considered qualified. If specific manufacturer training is not available for a MNS, personnel shall be considered qualified if they have achieved a NICET Level III in fire alarm systems or in low-voltage electronic communication systems, or have achieved the UL certification level for fire alarm systems. Tasks must be performed according to the manufacturer's instructions. Certain jurisdictions may require varying levels of continuing education to maintain recognized qualifications. Proposed requirement will be a Firm Fixed Price contract. The type of solicitation issued will depend up on the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 6 July 2016, 1:00 P.M. EST. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form (attached to this posting) and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
