Description
This is a Special Notice. The Mission & Installation Contracting Command - Fort Drum intends on procuring Aerial Paint Marking Delineation & Aerial Herbicide Application Services to restore line-of-sight on various live fire ranges and the Main Impact Area on Fort Drum, NY. The Fort Drum DPTMS ITAM branch annually contracts for Herbicide Application Services to control woody vegetation encroachment that impedes line-of-sight to live fire range targets and impact area targets. The majority of treatment sites are in areas designated Off-Limits to personnel due to the presence of unexploded ordnances, necessitating that the application to occur by aerial means. The Fort Drum Environmental Division requires that all aerial treatment units be marked with non-toxic paint prior to spraying in order to minimize the risk of inadvertently applying chemical herbicides onto adjacent sensitive environmental/wetland areas. The only aerial paint marking delineation system known to the Fort Drum Range Branch and MICC Fort Drum is TimberMark, a patented technology of Cybercore, Inc. (Patent Number US 6,626,375). Crop Production Services is the exclusive, single source provider of TimberMark and its associated products. As CPS is the only responsible source for the TimberMark technology, a sole source acquisition for this requirement is justified. Interested parties may identify their interest in, and capability to respond to future requirements of this nature, by submitting documentation indicating their capabilities and qualifications to the identified point of contact no later than 29 June 2016.
