Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Physical Measurement Laboratory, intends to negotiate on a sole source basis with Tenzi, Kft located in Budapest, Hungary, under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. NIST has a requirement for three (3) UV-365 nm irradiance meters and two (2) UV-365 nm UV excitation sources as part of an Air Force funded project. The UV source is a high-irradiance excitation sources designed in accordance with new UV measurement standards developed within the NIST-Air Force CCG project. The new UV sources and meters must be fully compatible with the existing project and specifications. The instruments must be of the same design and specifications as the original meters and sources to ensure that same test and research environment is created for the joint project. NIST has calibrated equipment and test environments specifically to match the performance and design of the Tenzi meters and sources. The 365 nm UV source is a high-irradiance (>1mW/cm^2) excitation source with sub 0.1% instabilities, high spatial uniformity or irradiance within a 6cm diameter target spot and a spectral irradiance uncertainty of 1.6% (k=2). UV 365 sources with these specifications are not commercially available from any other source. Tenzi is the only source that can provide the required UV 365 nm irradiance meters and excitation sources. The design of these UV 365 meters and sources is proprietary to Tenzi. Therefore, Tenzi is uniquely qualified to provide the required equipment. The NAICS Code is 334516 with a size standard of 1000 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by the established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
