- The National Cemetery Administration is soliciting offers under Solicitation Number: VA786-16-R-0250 for the following project at Natchez National Cemetery, Natchez, MS 39120: Shall furnish all labor, material, equipment, and supervision to remove, repair, and replace the Roofing Systems on Administration Building at Natchez National Cemetery, as described herein. The Work shall include, but shall not be limited to the following for the building (not necessarily in the order indicated): 1.Replace Administration Building shingled and built-up roof areas: a.Completely remove all existing roofing system(s), metal flashing, trim, and other roofing components down to the original roof sheathing. Protect and retain all undamaged roof penetration fixtures. Damaged or unusable roof penetration fixtures shall be replaced with equal or better fixtures by the contractor. Contractor shall be responsible for replacing any unusable or damaged roof penetrations and other non-roofing system components. b.Survey and repair any damage roof sheathing with same or better material(s). Repairs shall be of same construction as existing and capable of accepting the installation of the new roofing system. Roof sheathing repairs shall be inspected and approved by the COR prior to proceeding with the remainder of the work. c.Survey and repair and/or replace existing wood trim and/or roofing sheathing/structure and other components where roofing, base flashing, metal flashing, and trim is attached. d.Remove obstructions and/or debris from roof surfaces designated for roofing system. Clean existing roof surfaces as required for new roofing warranty. e.Install new complete shingled roofing system in accordance with Specifications Sections 07 31 13, "Asphalt Shingles" and 07 60 00, "Sheet Metal Flashing and Trim". f.Install new complete built-up roofing system on the porch roof in accordance with Specifications Sections 07 51 00.13, "Built-Up Bituminous Roofing Cold Applied" and 07620, "Sheet Metal Flashing and Trim". g.Repair, flash, and reseal ALL existing and/or new roof penetrations. h.Haul away and dump all debris and waste products to approved disposal site. i.Actual square footages of roof areas are to be verified by Contractor via site visit. 2.Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. 3.Upon completion of work, roofing manufacturer's representative shall inspect the completed work and issue roofing warranty. The project shall be completed within 30 calendar days after contract award. Contractor shall submit a detailed project schedule to the COR at most five (5) business days after Notice to Proceed. Work outside of the Cemetery's normal operating hours of 8:00 am to 4:30 pm shall be permitted only by approval of the COR and only in order to meet the Period of Performance. The Magnitude of Construction/ Service: Less than $50,000. A bid guarantee is not required. Payment and performance bonds may be required. Warranty: Provide manufacturer's standard 30-year warranty for the roofing shingles. Code Compliance: All work shall be performed in accordance with National, State, and Local Codes including the International Building Code (IBC), the International Mechanical Code (IMC), the Inter-National Plumbing Code (IPC), and the National Electrical Code (NEC). Offers will be considered only from contractors who are regularly established in Roof repairs and resurfacing and who in the judgment of the Contracting Officer are financially responsible and able to show evidence of their reliability, ability, experience, equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service. The Contractor must demonstrate with their technical proposal, using persons directly employed by the Contractor, experience with the installation or repair of at least five (5) roof repairs and resurfacing over the past three (3) years. Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 3 years ago. Pre-bid Site Inspection: A pre-bid site inspection can be arranged if desired. Contact the Cemetery Director Mr. Maurice Roan at (225) 654-1988 (Louisiana National Cemetery) to make site visit arrangements or the Contracting Officer's Representative (COR) Mr. Kilpatrick Wilson. Further information will be contained in the solicitation. All questions before and after the site visit shall be submitted in writing to the Contract Officer (CO) at henry.dukes@va.gov. All questions are due by close of Business 7/12/2016. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 238160. Size standard is $15 Million. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around June 27th or 28th, 2016. Responses to the solicitation are due by 2:00 p.m., July 20, 2016. Offeror's are advised that they are responsible for obtaining amendments to the solicitation which is available at FedBizOpps. Prospective offeror's must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. Bidders are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after award.
