GENERAL SERVICES ADMINISTRATION OFFICE OF FLEET MANAGEMENT SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) - FLEET SHARE TECHNOLOGY FY2017 BACKGROUND The General Services Administration, Office of Fleet Management (GSA Fleet) supports federal government agencies by providing safe, reliable and cost-effective vehicles and related services. GSA Fleet is currently conducting market research on Fleet Share Technology in an effort to identify new solutions to be installed on government-owned vehicles that will enhance user services, reduce costs and optimize the use of government vehicles. PURPOSE The purpose of this Request for Information (RFI) is to identify potential sources for Fleet Share Technology to be used with Government vehicles. The anticipated duration of the program is for one 12-month base year and two 12-month option years beginning in Q1 of federal fiscal year 2017. This RFI requests information from industry in the following areas of Fleet Share Technology: ➢ Vehicle sharing management platform ➢ Mobile capabilities ➢ In-vehicle hardware ➢ In-vehicle hardware installation ➢ HSPD-12 compatibility ➢ Service subscriptions for in-vehicle hardware and software ➢ User training and support. The information obtained from this RFI will support the development of a Request for Quote (RFQ) for a potential future solicitation. This RFI is for planning purposes only. GSA does not intend to acquire any products or services, or award any contract, based on this RFI. GSA will NOT be responsible for any costs incurred by interested parties in responding to this request. HOW TO SUBMIT A RESPONSE The government requests that all responses to this RFI correspond to the numbered topics below, using the paragraph numbers in this document to reference each part of the response. Please respond to all topics. If the topic is not applicable, note "N/A" for that topic in the response. The Government may request that respondents provide additional information based on their initial submittals. Responses must include the name, telephone number, and e-mail address of a point of contact having authority and knowledge to discuss responses with GSA. Written responses to this RFI should be directed to Vincent Spencer via email at Vincent.Spencer@gsa.gov by 5:00 pm Eastern time, July 6, 2016. TOPICS FOR INPUT Please provide the following information in response to this RFI: 1. Brief description of company, including: a. Company Name, Address, DUNS #, Corporate website URL; b. NAICS code(s); c. Business size (see http://www.sba.gov/size/indextableofsize.html). d. Estimated annual sales for Fleet Share Technology including equipment, installation and support. 2. A statement of general qualifications for the company, including a brief description of past work performed in the area of Fleet Share Technology and any applicable certifications, listings, processes, or procedures. 3. Description of Technical Capabilities: a. Vehicle Sharing Management Platform. Describe how the Fleet Share Technology manages vehicle reservations, tracks vehicle data, and reports usage. b. Mobile Capabilities. Describe the system's mobile reservations and management capabilities. c. In-vehicle hardware. Describe the in-vehicle hardware used in the system and any compatibilities or limitations with existing vehicles. d. In-vehicle hardware installation. Describe the requirements for in-vehicle hardware installation and list the potential location(s) where installation will take place. e. HSPD-12 compatibility. Describe the system's compatibility with HSPD-12 requirements for secure identification of federal employees and contractors accessing federally-controlled networks and facilities. Can the system facilitate the use of HSPD- 12 identification cards to activate the vehicle when properly reserved? f. Service descriptions for in-vehicle hardware and software. Describe maintenance services for in-vehicle hardware and for system software. g. User training and support. Describe available user training and support services. h. End User Licensing Agreement (EULA). Address how any End User Licensing Agreements may apply to websites, mobile applications or hardware installed in vehicles. 4. Contracting Methods: a. Indicate whether or not the company is a GSA Contract holder. If the company is a GSA Contract holder, indicate which Federal Supply Schedules and Special Item Numbers (SINs) the company maintains. b. Provide information to help the Government understand how Fleet Share Technology is purchased commercially (include typical terms and conditions and pricing that are addressed for similar services or contracts of this nature.) c. Identify innovative solutions for potential contracting methods and structure. d. Provide information on the company's willingness to, ability to, and experience with managing Contractor Teaming Arrangements (CTA) relationships. PROCUREMENT TIMELINE This RFI is the first step in a multi-phased procurement process. A Request for Quote (RFQ) is being contemplated in the 4th Quarter of FY 2016. INDUSTRY OUTREACH GSA reserves the right to invite RFI respondents to meet with GSA Fleet officials to further discuss their approaches and solutions addressing future program requirements. Respondents may be contacted by the GSA Contracting Officer and provided additional information once a decision has been made on how the Government will proceed.
