Description
This procurement will be issued as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) through Invitation for Bid (IFB) procedures under FAR 14 and other FAR Parts and Subparts as applicable. The Oklahoma City VA Medical Center in Oklahoma City, OK, has a requirement to Renovate A Mod. This project will engage a General Contractor to construct a single story addition to the existing Lawton Outpatient Clinic, located on Ft. Sill Army Installation. The contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision and transportation necessary to perform all work as described in drawings and specifications. This project shall also include, but is not limited to general construction, alterations, roads, walks, grading, drainage, mechanical and electrical work, utility systems, sanitary sewer, connection to offsite existing local municipal sewer manhole, sewer connection permitting, lighting, passenger elevators, demolition of existing asphalt/ concrete /curb/gutter/ signage associated with current parking area(s), landscaping, traffic control plans and other items as contained within the construction documents. The tentative date for issuing the Invitation for Bid (IFB) is on or around February 10, 2016, with the bid opening (the date bids should be submitted by) approximately 30 calendar days later on or around March 10, 2016 (the IFB will state the exact time/date for bid opening). The anticipated contract award date is approximately 30 calendar days or less after the Bid Opening. The Contract Performance Period is 300 calendar days after issuance of the Notice To Proceed. NAICS Code 236220 is applicable to this IFB and the Small Business Size Standard is $36.5M. The Construction Cost Range for this project (Magnitude of Construction) is between $1,000,000 and $5,000,000. Interested bidders are asked to first read over the IFB and all of its associated attachments/documents in their entirety prior to forwarding any questions to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed in the IFB as well as a time/date for the scheduled Site Visit. Only one site visit will be conducted and no requests for additional site visits or make-up site visits will be granted. The IFB will be posted and can be downloaded (without charge) from the Federal Business Opportunities (FBO) website (https://www.fbo.gov/). Amendments to this solicitation will not be mailed, but will be posted at the FBO website. Offerors are responsible for obtaining the IFB (and associated documents/attachments) from the FBO website and for acknowledging all amendments to the IFB. It is the responsibility of all interested bidders to check the FBO website as necessary for any amendments to the IFB (to include the day bids are due). SOURCE: https://www.fbo.gov. In accordance with VAAR 819.7003 Eligibility, at the time of submission of an offer (bid), the offeror (bidder) must represent to the Contracting Officer that it is a SDVOSB concern, that it is a small business concern under the NAICS Code assigned to the acquisition, and that it is verified for eligibility in the Vendor Information Pages (VIP) database on the U.S. Department of Veterans Affairs Office of Small & Disadvantaged Business Utilization's VIP website (https://www.vip.vetbiz.gov/). To be considered for award, SDVOSB concerns must be registered in the VetBiz Registry as a SDVOSB and have the Center for Veterans Enterprise (CVE) Verification Icon/Seal/Logo.
