- Draft Performance Work Statement (PWS) - Learning Management System THIS IS A SPECIAL NOTICE ONLY - It is not a solicitation announcement, a request for proposals (RFP) or a request for quotations (RFQ). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. In accordance with FAR 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this notice is for planning and market research purposes only. The information obtained from responses to this notice may be used in the development of an acquisition strategy and in the development of a future solicitation announcement, RFP or RFQ. Proprietary information or other sensitive information should be clearly marked. Title : Learning Management System Purpose : Responses to this Special Notice will assist the Government in identifying potential sources that are capable and qualified to furnish the required products and services as identified in the Requirements section of this announcement. Background : The Library of Congress, Library Services' mission is to develop qualitatively the Library's universal collections, which document the history and further the creativity of the American people and which record and contribute to the advancement of civilization and knowledge throughout the world, and to acquire, organize, provide access to, maintain, secure, and preserve these collections. To achieve its mission, Library Services provides a wide variety of training to staff, both on Capitol Hill, at its satellite locations in Culpeper, Virginia, various locations in Maryland, and its international offices. Library Services also supports the research and education communities with professional development programs for library professionals, and enrichment opportunities for higher education, K-12 education, and life-long learners nationwide. The Library's collection policies require that Library Services be flexible and quick to respond and communicate globally in its collaboration with international institutions as well. It is critical that Library Service be able to support the Library in offering its collections, training, and programs to all of its users To do so in the twenty-first century requires the use of online communications and collaboration tools to conduct Library Services' communication and collaboration to provide training, information, and access to the Library's collections to Congress and the American people. Information Requested : Library Services (LS) is seeking a service provider with demonstrated federal government performance and technical proficiencies to provide a Learning Management System (LMS). Please provide with your response: 1.Vendor Information a.Submitters Name b.Street Address, City, State, Zip Code c.Point of Contact (POC) d.POC Telephone & facsimile numbers, and email address. 2.Demonstration and trial use: a.Provide an online demonstrations/webinar to show the features of your LMS to LS staff prior to returning RFI package b.Provide a trial access to your LMS for a 15 day period of time for LS staff. 3.System architecture: LS would prefer to purchase/license an LMS that is hosted externally, outside of the Library. Please respond to the following: a.What options are available for vendor hosting or cloud-based services? b.What is the industry-standard uptime percentage for vendor-hosted or cloud-based LMS services, and what is your uptime percentage? c.Where are your data centers located? Are your storage and backup data files kept at your site? d.How would you ensure that the LMS is accessible offsite without requiring the installation of client software? For example, can the LMS be accessed through a web browser directly or through a Virtual Private Network (VPN) solution? e.Which web browsers are compatible with your system? Which versions? f.Do you perform regular full-system back-ups? g.Is your hosting system monitored 24 hours per day, 7 days per week, and 365 days per year? h.Do you have a Disaster Response Plan in place to include backup generators, standby servers, and alternate data centers? i.Do you provide the following at no additional cost - •All software upgrades •All future hosting capacity Interested sources shall submit capability statements. If there are any questions regarding the attached draft Performance Work Statement, the Contracting office will coordinate a comprehensive response and post to Federal Business Opportunities Page (FedBizOps).
