Description: The solicitation is to procure an US Flagged Ice Class tanker vessel to support world-wide bulk fuel requirements of the U.S. DoD to include a delivery each year to Antarctica for the National Science Foundation (NSF) and a delivery each year to Greenland for the Department of Defense, Defense Logistics Agency-Energy (DOD/DLA-E). This is an ongoing performance-based requirement, and the solicitation will be developed using FAR Part 15 (Contracting by Negotiation). The solicitation will be a time charter with a one year firm period, and three one-year option periods, and one 11-month option period follow-on to Contract N00033-11-C-5400 awarded to Maersk Line, Limited on 4 February 2011. The contractor will provide personnel, operational and technical support (ashore and afloat), equipment, tools, and supplies to operate and maintain the vessel. 17. Set-aside Status: Based on the recent market survey results, there is not a reasonable expectation that offers will be obtained from at least two responsible small business concerns.
