Description
J&A Sensor Beam NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The 25 th Air Force/57 th IS Directorate Joint Base San Antonio Lackland Air Force Base, Texas Contracting Officer, AMIC Det 2/PKB (Joint Base San Antonio Lackland Air Force Base TX) intends to solicit and negotiate with one source, SRC INC. The statutory authority for the acquisition is 10 U.S.C. 2304©(1) as implemented by FAR 6.303-1, Only One Responsible Source an No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302 (b)(1)(ii), only only one source is available for this acquisition for support of non-personal services for Electronic Warafe Integrated Reprogramming (EWIR) Analysis, Production and Process Support. Evaluation of the contractor's unique capability and acquisition history concluded that the highly specialized effort required is available from only one source. The services to be acquired under this contract are: requirement for personnel, equipment, tools, materials, supervision and support necessary to provide engineering services for a wholly self-contained, end-to-end, USELMS and CSDB Intelligence Mission Data (IMD) production process using various tools including relational database management systems (i.e. USELMS, CSDB, the Next Generation EWIRDB (NGES) construct, and associated other toolsets). Support includes research, analysis, technical documentation and review of electromagnetic systems, events and signatures development. Under this contract, Contractor personnel are required to provide expertise, analysis, production, and process support to the 57 IS in every aspect of IMD and database production. Sensor Beam requirements include: but are not limited to radar systems, radar warning receivers, electronic counter measure systems, electro-optical/infrared (EO/IR) systems, communications systems, surface-to-air missiles, anti-aircraft artillery, and passive radar systems. Events include, but are not limited to, radar cross section (RCS), antenna patterns and EO/IR signatures of airborne targets, including aircraft, missiles, and physical countermeasures. These tasks/studies will include the acquisition of information, analysis of specific and non-specific data items, and technical documentation of data into established formats. Services will be contracted by Task Order (TO) issed by the Contracting Officer. Development work will be accomplished at the SRC INC site in San Antonio, TX with support at 57 th IS Joint Base San Antonio Lackland AFB TX and other locations will be added if and when they are identified. The clause at Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101, Ombudsman, is applicable to this request and states as follows: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses of Center/MAJCOM/DRU/HQ AFICA/AFRCO/SMC ombudsman/ombudsmen]. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/HQ AFICA/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. It has been determined that SNC INC is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fifteen (15) days of the issuance of this notice. AMIC DET 2 /PK (Joint Base San Antonio Lackland AFB TX) will consider responses received by 12:00 P.M., EST on XXXXXX 2016. Inquiries will only be accepted via email to Ms. Teresa J. Gonzalez at teresa.gonzalez@us.af.mil, and Laura Applewhite at laura.applewhite.1@us.af.mil. No telephone requests will be honored. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
