- NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source Purchase Order under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" for the following programs SOFIA, DC-8 and C-20 who are needing a 1 year subscription service which shall include: real-time medical consultation capability to determine how best to manage an individual who might be having medical symptoms. This might include first-aid treatment on-board the aircraft, medical diversion if feasible, or a continuation of the flight until landing. Vendor must have a 24/7 response capability in which one of their physicians can be hooked up by phone patch via radio to the aircrafts pilot, to discuss the problem real-time, solicit feedback, and advise accordingly. Service provider would be an appropriate risk migrator; to MedAire, Inc., 1250 W Washington St. Ste. 442, Tempe, AZ, 85281-1796. Justification is based upon the following facts: 1. MedAire, Inc. developed and owns the exclusive proprietary hardware and software for this product and is the only vendor qualified to provide the software and technical support with 24/7 response capability in which one of their physicians can be contacted by the onboard Iridium phone to discuss the issue in real-time. 2. There are no other products available that perform the same function as the MedLink, MedAire Inc. In addition, time constraints and extensive costs for getting another company certified with the equivalent capabilities would jeopardize mission schedules. These reasons justify procuring the required services exclusively from MedAire, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. PT on July 5, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
