- Naval Sea Systems Command (NAVSEA) intends to award a modification to contract N00024-13-C-6402 with The Boeing Company to provide additional engineering services in support of the High Altitude Anti-Submarine Warfare (ASW) Weapon Capability (HAAWC) Air Launch Accessory (ALA) development, Flight Termination System (FTS) development, and datalink development effort. This notice is provided pursuant to 10 U.S.C 2304(c)(1) and FAR part 6.302-1: the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. A competitive procurement conducted in 2013 resulted in The Boeing Company being selected as the HAAWC ALA kit and related equipment developer and original equipment manufacturer. The U.S. Government does not have the technical data package and therefore, cannot pursue a full and open competitive contract for the engineering services required to complete HAAWC ALA, FTS, and datalink development. The intent of this notice is not to solicit competitive offers. The proposed contract action is a modification to an existing contract for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be received by 12:00 EST on 11 July 2016. Responses shall be submitted via e-mail to Peter Agyei-Sarpong at peter.agyei-sarpong@navy.mil or Megan Einhart at megan.einhart@navy.mil and reference solicitation number N00024-16-R-6419.
