- The NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to procure professional development training on a Firm Fixed Price basis for one of its security cooperation employees via the Global Masters Art Program offered by the Fletcher School at Tufts University. The GMAP has been identified as the most appropriate institution of professional development under the guidance outlined in Defense Security Cooperation Agency (DSCA) Directive 5012 which established the professional certification program for security coop0eration enterprise employees. The Fletcher School ™s GMAP is a 33-week combined residency and internet-mediated degree program for professionals working in internal affairs. The required GMAP curriculum services commence 11 July 2016 and run through 33 weeks thereafter. The GMAP is the sole program which can provide both the requisite professional development academics as required by DSC Directive 5012 and DoD Directive 5105.65 while ensuring the student remains available for full time work, thus restricting this procurement solely to Tufts University. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source, that being Tufts University. Not only does the GMAP allow students to remain in their current position full-time while still working towards an academic degree, the GMAP Admissions Committee decision to admit the NDU student was based solely on the student ™s previous academic achievement, international experience and language skills, independent of the International Student Management Office at NDU. This notice of intent is NOT a request for competitive proposals, but rather a sole source procurement with Tufts University. The applicable NAICS code and corresponding size standard are 611430 and $11M, respectively.
