Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a non-competitive basis with Heatcon Composite Systems, Seattle, W.A. for the Procurement of the following: Qty 1 - Composite Repair Test, Temp/Vacuum Control, P/N: HCS9200N-02.5, and required Spares of a Qty 12 Plant Air Filter, ¼" NPT, 1OZ, P/N: HCS1415. These items control heat up to 350 degrees Fahrenheit and a minimum vacuum of 25 inches HG to the repair area during the adhesive cure cycle to insure uniform/acceptable bonded repairs of composite structures on the Royal Australian Air Force (RAAF) EA-18G Growler. Heatcon Composite Systems is the only supplier that can provide this requirement as Heatcon Composite Systems is the sole designer, developer, and manufacturer and the only company with the requisite experience and technical data to provide the Composite Repair Test, Temp/Vacuum Control, and the Filter, Plant Air ¼" NPT, 1OZ. The Government is not in possession of sufficient data or drawings. Heatcon Composite Systems owns proprietary rights to the engineering data and detailed product drawings for the Composite Repair Test, Temp/Vacuum, and can readily supply the Filter. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
