- The U.S. Army Corps of Engineers, St. Paul, Minnesota District has a requirement for a project entitled: Lock and Dam 5a Embankment Rehabilitation. The work site is near Winona, MN (Winona County). We intend to award one firm-fixed-price contract. Using USACE supplied plans and specifications, the contractor will accomplish the following Summary Scope of Work: Construct permanent overtopping protection on the earth embankments at Lock & Dam 5A. The features generally consist of bedding material and riprap on the upstream and downstream slopes of the embankments 200 feet from the junction with a structure. The structures included in the project are the lock house, and the east end of the spillway. On the upstream and downstream slopes, new riprap will replace the existing material on the embankment. Geotextile fabric, riprap, and class 5 aggregate materials will be placed on the crown of the embankment as a driving surface. The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $36.5M. The estimated magnitude of construction for this work is between $250,000 and $500,000; the contract will require 100% performance and payment bonds. This procurement is set-aside 100 percent for small business. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future-the solicitation will not be issued less than 15 days from the date of this announcement. The specifications will be detailed in the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive bid opening date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available.
