Description
Contractor shall provide all labor, material and equipment to repair, remove, replace, install and repaint valves, pipes and other items for the Wastewater Treatment Plant at the Defense Distribution Depot San Joaquin, Tracy Site Tracy CA 95304. Some construction and electrical work may be required: The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. It is expected that the contractor will visit the site of work and thoroughly familiarize himself with the conditions existing there. Failure on the part of the contractor to acquaint himself with the site conditions will not be sufficient reason for any increase in contract price. Scope of Work 1. Remove and replace existing secondary clarifier mechanical float level switch and butterfly valve with a similar float level and butterfly valve. New Wafer-style butterfly valves shall be Keystone Figure AR1 or Figure AR2. See specifications 151000. 2. Remove and replace existing two sludge pumps and motors identical to existing or approved equal. New pumps and motors shall be UL listed and of premium efficiency. Existing pump is Make - Continental ultra-pump. Model no. 1CG10H-CDO, 208V three phase, Serial no. CL287, motor reducer make - David Brown Radicon, model # M06206.4 BANS1. Supply one additional complete spare sludge pump set. 3. Remove and replace existing two recirculating pumps identical to existing or approved equal. New pump shall have all new electrical cables. New pumps and motors shall be UL listed and of premium efficiency. Install new guide rails and ensure pump is properly aligned. Existing pump is Flygt 3085.190-0058- 462, 208V three phase. Supply one additional complete spare recirculating pump. 4. Paint entire exterior waste water treatment facility including but not limited to; outside concrete walls, roof tops, walkways. All bug holes shall be covered and rust completely removed before painting. See specifications 096000. 5. Paint all out door metallic structures including but not limited to metallic railings, walk ways, ladders, outdoor valves, valve operating levers and handles, pipes, conduits, manhole covers and doors. Existing hand rails paint contains lead. Peeled off paints shall be removed as per Federal OSHA 29 CFR 1926.62, 29 CFR 1910.1025 and California OSHA 8CCR 1532.1, and Title 17 CCR Standards. surface pitting shall be covered before painting. See specifications 096000 and 028310 6. Replace all five digester rain gutters down spouts and spout boots with same size and dimensions. Existing spouts contain lead paint. Existing down spouts paints shall be removed as per Federal OSHA 29 CFR 1926.62, 29 CFR 1910.1025 and California OSHA 8CCR 1532.1, and Title 17 CCR Standards. See specifications 028233. Material used for new down spouts and its installation shall be galvanized steel. General: 1. Contractor shall verify all measurements and other field information provided in SOW. 2. Submit color scheme for government approval minimum of two prior to staring paint work. 3. Provide training records for each worker that will participate in confined space entry. Confined space entry permits and any other safety clearances shall be obtained from concerned DDJC departments as per all prevalent regulations. 4. Paint and other hazardous material, their application and storage procedures shall meet SJVAPCD standards in addition to other standards mentioned in specifications. 5. All hazardous material shall be properly identified, marked, packed and labeled in preparation for hazardous waste shipment as per IAW 49 CFR in addition to standards mentioned in specifications. 6. All demolished material shall be removed and disposed from the depot as per applicable rules and regulations. 7. Provide advance copy of hazardous waste manifest 5 days prior to shipment pick up date in addition to standards mentioned in specifications. 8. All waste manifests and Bills of laden must be reviewed and certified by government environment office located in defense depot Tracy CA. 9. Provide OSHA 300 log if more than 10 employees are employed for the project in addition to standards mentioned in specifications. 10. Provide job specific injury illness prevention program (IIPP) two weeks prior to starting work. 11. Facility shall be restored to original condition if damaged during construction. 12. Waste water treatment plant shall be operational all the time. Government shall operate valves and isolate work area as per approved work plan prior to any work inside waste water treatment plant. 13. Permitted work time shall be week days 7:00 am to 3:30 pm unless written permission is obtained, two weeks prior to work, for different work schedule at no cost to the government. All work shall be performed complete and in accordance with the specifications, drawings and solicitation requirements. Period of Performance: Contractor shall commence work upon receipt of the Notice to Proceed (NTP) and complete the entire work ready for use within 90 calendar days from receipt of the NTP. The work to be performed shall be during the regular working hours. Contractor's working hours, which do not require a power outage, will coincide with working hours of DDJC, a normal five (5) day, forty (40) hour week, Monday through Friday, from 7:00 A.M. to 3:30 P.M., except Federal holidays. Federal holidays are those days officially observed by the Federal Government. Saturday holidays are observed on the preceding Friday and Sunday holidays the following Monday. New Year's Day, Martin Luther King Day, President's Day, Memorial Day, July Fourth, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and any other day as may be declared by the President to be a Federal holiday. This acquisition is set-aside 100% for Small Business concerns. The NAICS Code for this procurement is 236220. The small business size standard is $36,500,000.00 The magnitude of this construction effort is between $250,000.00 and $500,000.00. The tentative timeframe for issuance of Invitation for Bid (IFB) SP3300-16-B-0013 for the above stated requirement is on or around July 12, 2016. A pre-proposal/site visit will be conducted. The exact date and time for the pre-proposal/site visit will be stated in the solicitation package. The solicitation will also establish the bid opening date and time. Access to the solicitation package to include the specifications and drawings will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. All questions should be submitted in writing via email to the above. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the IFB. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the bid opening date. Failure to acknowledge amendments may render your bid ineligible for award. All offerors MUST be registered in the System for Award Management (SAM) Database at http://www.sam.gov or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the bid being eliminated from consideration for award. All responsible small business concerns may submit a bid which shall be considered by this agency. The Government intends to award one contract as a result of this IFB. Award will be made to the lowest responsive, responsible bidder. An offeror must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
