- Solicitation 16-233-SOL-00296_ Low Income Home Energy Assistance (LIHEAP) On-site Technical Assistance for State Grantees This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued in conjunction with FAR Part 15 Contracting by Negotiation as applicable. The solicitation number is 16-233-SOL-00287. This announcement is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-86 published in the Federal Register on December 31, 2015. This announcement serves to notify offerors that the government contemplates awarding a firm fixed price contract resulting from this solicitation for the services defined herein. Prospective offerors are responsible for downloading the solicitation and any amendments. It is offerors' responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation.
