- 1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. Naval Facilities Engineering Command (NAVFAC) Far East, Contract Execution Team, is seeking to establish a new Design-Bid-Build (DBB)/Design-Build (DB) Multiple Award Construction Contract (MACC) for Navy Support Facility (NSF), Singapore. 3. CONTRACTOR LICENSING REQUIREMENTS: Interested firms must demonstrate the ability to legitimately conduct business in Singapore and A-E firms must possess a Singaporean architect-engineering registration. 4. This procurement shall utilize a Two Phase Design-Build Source Selection Procedures issuing one solicitation with the intent to award a Firm Fixed Price Design-Bid-Build/Design-Build contract for the project entitled INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) FOR DESIGN-BID-BUILD (DBB) AND DESIGN-BUILD (DB) CONSTRUCTION PROJECTS AT U.S. NAVY SUPPORT FACILITY, SINGAPORE. 5. Phase One evaluation will result in the selection of the most highly qualified Offerors, who will be requested to submit proposals in Phase Two of the solicitation. 6. The scope of work may include providing design, construction, supervision, equipment, material, labor, and all incidental related services necessary for general building type projects (new construction, renovation, alteration, and repair of facilities and infrastructure, roofing, demolition, and routine renovations) including but not limited to, 1) aviation and aircraft facilities, 2) marine facilities, 3) barracks and personnel housing facilities, 4) administrative facilities, 5) warehouses and supply facilities, 6) training facilities, 7) personnel support and service facilities, 8) security level facilities, 9) abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint, mold remediation, and PCB s). Projects may also require comprehensive interior design and incorporation of sustainable features, and any incidental related work. 6. The Government intends to award up to five (5) IDIQ MACCs. The contract term will be a base period of one (1) year plus four (4) one-year option periods. Only the base period of the contract will offer a minimum guarantee. The minimum guarantee is $10,000 per contract. The Not-To-Exceed amount for the life of all the contract awards combined, including options, is $30,000,000. Typically task orders will have an estimated construction cost between $20,000 to $1,500,000. 9. Award will be made to the responsible offerors whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. 10. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at https://asia.neco.navy.mil when it becomes available on or approximately July 2016. Hard copies will not be provided. It is the contractor s responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM. Interested offerors are encouraged to register as soon as possible. 10. The information being requested does not constitute a Request for Proposal or a commitment on the part of the government to award a contract, nor to pay for any costs incurred as a result in replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose.
