- PRE-SOLICITATION NOTICE The U.S. Army Corps of Engineers, Japan District is providing a PRE-SOLICITATION notice for an upcoming Invitation for Bid (IFB) titled: Tactical Equipment Maintenance Facility, Sagami Depot, Japan. This project will be solicited under full and open competition to LOCAL SOURCES ONLY in Japan. Local sources are companies that are physically located and licensed to conduct business in Japan. PROJECT INFORMATION Project Title : Tactical Equipment Maintenance Facility Project Location : Sagami Depot, Japan North American Industry Classification System (NAICS) Code : 236220 Project Magnitude : ¥1,000,000,000 and ¥2,500,000,000 Japanese YEN Project Description : This project will include all work to construct a standard design Tactical Equipment Maintenance Facility (18,360 SF) complex to include a vehicle wash facility (6,987 SF), organizational storage (3,570 SF), petroleum storage, hazardous waste storage and organizational vehicle parking. Supporting facilities include a site development, utilities and connections, lighting, paving, parking, storm drainage, underground detention vaults, oil/water separator, diesel fire pump with above ground tank, and landscaping. Facilities are steel metal building systems (MBS) with concrete slab to support vehicles. INVITATION FOR BID INFORMATION: 1. This upcoming IFB will be solicited in July/August 2016. Traditional hard copies of plans and specifications will not be available for this project. Solicitation documents, including amendments, will be posted on Federal Business Opportunities (FedBizOpps) webpage for interested parties to download. It is the responsibility of interested parties to check FedBizOpps for issuance of the solicitation and/or amendments. 2. The Government intends to award a firm fixed price construction contract from this IFB. Faxed or electronic bids will not be accepted. All bids must be hand carried or delivered by mail to USACE Japan District Office at: U.S. Army Corps of Engineers, Japan District Contracting Division Room 147, Building 250, Camp Zama Zama-shi, Kanagawa-ken 252-8511 Japan 3. In order for contractors to be awarded contracts with the U.S. Department of Defense, the contractor must be registered in the System for Award Management (SAM) database; contractors can access the SAM database at www.sam.gov. 4. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. This is PRE-SOLICITATION notice for an upcoming construction project and is NOT a solicitation. Pursuant to FAR 36.213-2, this notice has been issued to stimulate interest in bidding for this project.
