Description
The U.S. Army Corps of Engineers, Detroit District, is seeking contractors for the FY16 Underwood Creek Ecosystem Restoration project. The proposed Ecosystem restoration project consists of demolishing approximately 4100 linear feet of all 8 inch thick concrete bottom and banks except the concrete banks under State Highway 45, removing five drop structures, constructing segmented retaining wall and steel sheet pile on both sides of the channel, constructing low flow channel with riffles and pools and the widening of the flood plain. The concrete bottom will be replaced with 24" to 42" inch thick stone bottom and the banks will have fabric encapsulated soil (FES) material. The channel bottom will have 3 feet to 4 feet diameter Boulders embedded in the stone substrate and the floodplain will be re-vegetated with native riparian plants and other types of vegetation. The project site is located at the lower end of Underwood Creek along the Western edge of the Milwaukee County Grounds area from downstream of the Pacific Canadian Railroad Bridge to upstream of the confluence Underwood Creek and the Menomonee River in the City of Wauwatosa, Wisconsin. The project limits extend approximately 4,200 linear feet from just upstream of the confluence of Underwood Creek and the Menomonee River to just downstream of Pacific Canadian Railroad Bridge. During the 1960s and 1970s, a substantial portion of Underwood Creek was straightened, multiple drop structures were installed, and the channel was lined with concrete to improve flood conveyance. The estimated price of construction is more than $10,000,000. The Government intends to issue a Firm-Fixed Price contract. This Invitation for Bid will be advertised as Full and Open Competition (Unrestricted). The solicitation is expected to be available on FedBizOpps (www.fbo.gov) mid to late July 2016. The NAICS code applicable to this requirement is 237990 Other Heavy and Civil Engineering Construction. The solicitation package will be available only electronically via FedBizOpps at www.fbo.gov. Requests for solicitation packages made by telephone, fax, or email will not be honored. Please note that the Government will not maintain a bidders list during the solicitation period. However, vendors are strongly encouraged to review the "Interested Vendors List" tab found on the FedBizOpps website for this solicitation. In order for interested contractors to conduct business with the Federal Government, contractors must register their firms in the System for Award Management (SAM). Contractors can access and register their firms at SAM for free at www.SAM.gov.
