- The Naval Supply Fleet Logistics Center, San Diego (FLCSD) intends to solicit and award a hybrid Firm Fixed-Price time and materials contract, for Consolidated Area Telecommunications System (CATS) maintenance services for the Naval Computer and Telecommunications Station (NCTS). All locations in and around San Diego and Southern California use Government owned Avaya equipment and software. This acquisition is competitive and unrestricted; a Justification and Approval pertains to Avaya branded materials only. The NAICS code is 811213 “ Communication Equipment Repair and Maintenance, with a size standard of $11.0 Million and an FSC code of D301. This acquisition is subject to the procedures of FAR Part 12 for commercial items; and full and open competitive procedures set forth under FAR Part 15 will be used. Large businesses will be required to submit a Small Business Subcontracting Plan with their proposal, and the RFP will state the NAVSUP small business goals. The period of performance is for a one year base period and two one-year option periods. An optional 6-month extension after option period two will also be evaluated. This requirement is to provide maintenance services for the Consolidated Area Telephone System (CATS). CATS maintenance ensures critical telecommunications services are continuously available for approximately 120,000 users, 40,000 circuits, and 606 activities. Services encompass maintenance and operational support for switch maintenance, maintenance of Navy-owned cable and infrastructure, remote monitoring, installation of new cable, move, add and change requirements for Private Branch Exchange (PBX) and Local Exchange Carrier (LEC) dial tone services, extensions of LEC circuits and installation of on-base circuits. THE PERFORMANCE WORK STATEMENT CONTAINING THE TECHNICAL REQUIREMENTS WILL BE PROVIDED WITH THE RFP. The solicitation documents will be posted on the Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil/ and FedBizOpps website http://www.fedbizopps.gov on or about 5 July 2016. It is the responsibility of interested parties to register with NECO and or FedBizOpps to download the synopsis, solicitation, solicitation amendments and all attachments,. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced websites frequently for updates and potential amendments to any and all documents. No paper copies of the RFP and its attachments and amendments will be provided. The RFP will include instructions for preparation of offerors proposals, the performance work statement and evaluation criteria. System for Award Management (SAM) is mandatory for offerors (http://www.sam.gov). Only email communications to the ryan.m.brown6@navy.mil will be accepted; no phone call communications or personal office visits with FLCSD or its internal and external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation, and award process. All questions regarding this notice for Solicitation N00244-16-R-0025 shall be submitted in writing to NAVSUP FLCSD by email directly to ryan.m.brown6@navy.mil. All submitted questions shall be submitted no later than 7 days prior to the closing date specified on the RFP and shall specifically identify this solicitation number N00244-16-R-0025. Questions sent by another method or those that do not specify the solicitation or after the 7 day minimum may not receive a response. All email communications shall include the inquiring company ™s name, address, POC name, email addresses and telephone number/s, fax number. Also include the offering entity ™s cage code, Tax ID number, Business size, county and DUNS number. The solicitation is tentatively planned to be released on or about 5 July 2016 and is expected to close on 29 July 2016.
