- Specifications THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION UNDER FAR PART 13. The National Institute of Standards and Technology (NIST) is conducting quantum communication research including the NIST Innovations in Measurement Science (IMS) project, "quantum randomness as a secure resource". NIST needs a pair of the state of the art newly developed superconducting nanowire single photon detectors (SNSPDs) to detect single photons in the telecom wavelengths. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with the size standard of 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 This acquisition is 100% set-aside for small business. This procurement is to purchase SNSPD system consists of superconducting nanowire detector elements, a cryostat, a helium compressor and controlling electronics. Contractor shall provide the following items: Line Item: 0001 Description: An automated, closed-cycle cryostat. See attached specifications for all details. Quantity: 1 Unit of Issue: EA Line Item: 0002 Optional CLIN Separately Priced to be exercised no later than September 30, 2017 Description: A set of 4 low-noise amplifier/bias tee modules to readout SNSPDs, with mounting enclosure on a KF40 port of the cryostat. See attached specifications for all details. Quantity: 1 Unit of Issue: EA Line Item: 0003 Optional CLIN Separately Priced to be exercised no later than September 30, 2017 Description: Oil-free roughing and turbo pumping station and vacuum gauge with associated control software. Also includes vacuum fittings and interface cables. See attached specifications for all details. Quantity: 1 Unit of Issue: EA Line Item: 0004 Optional CLIN Separately Priced to be exercised no later than September 30, 2017 Description: Integration and installation of up to 4 third-party SNSPD devices. (End of Clause) 52.217-7 Option for Increased Quantity--Separately Priced Line Item (MAR 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within the period of performance prior to September 30, 2017 or at the time of award. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of clause) Addendum to Far 52.212-1, Quotation Preparation Instructions: 1. Price Quotation The Offeror shall propose a firm-fixed-price for all line items in CLIN 0001 through CLIN 0007. Price quotations shall remain valid for a period of 90 days from the date quotations are due. Quotation Evaluation: Basis for Award shall be technically acceptable/ lowest price. The Government will evaluate quotations based on the following evaluation criteria: (1) Technical Capability and (2) Price. 1. Technical Capability Offeror's technical quotation will be evaluated to determine if the Offeror provides a sound, compliant product/approach that meets the requirements of the Government's Technical Specifications. An evaluation of Technically Acceptable / Non-Acceptable will be assigned upon completion of the technical quotation evaluation. Offerors who fail to meet the Government's technical specifications shall be considered non-acceptable. If an evaluation of Non-Acceptable is received, the Offeror will not be considered for Award. 2. Price Price will be evaluated for reasonableness. Your company is encouraged to discount its rates. If price discounts are offered, identify the percentage of price discount and/or price reduction offered. Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor.
