Description
Solicitation T his acquisition is reserved for small business concerns; however, the Government is accepting quotes from small business concerns and large businesses. Award will not be made to a large business unless a significant price disparity deems it suitable. The North American Industry Classification system code (NAICS) 333120 size standard of 750 employees. Contract line item numbers and quantities: CLIN 0001: HELAC Powerlift PT-10, or approved equal. Equipment must be fully compatible and not void any warranties associated with CAT 320CL Excavator (01D00175) CLIN 0002: Install HELAC Powerlift PT-10, or approved equal IAW below PWS CLIN 0003: ECMRA REPORTING The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://afcmra.hqda.pentagon.mil/Login.aspx Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. DESCRIPTION OF SERVICES •1.1 The Contractor shall provide non personal services to include all parts, labor, materials, and equipment to install a HELAC Powerlift PT-10 or approved equal on a CAT 320CL Excavator (01D00175) SN-0ANB02040. The vendor will be responsible for delivery and pick up of the vehicle. Installation to include: a. bucket hydraulic lines b. diverter valve c. lines kit d. brackets e. configure ECM f. adjust and set hydraulic pressures g. 1 set of pins h. modify existing thumb to allow for extra length of new attachment Site Visit may be arranged upon request. Unless a significant price disparity exists which deems a large business suitable for award, award will be made to a small business. The Government intends to award a firm-fixed price contract to the responsible vendor whose quote conforming to the solicitation provides the Best Value to the Government. " Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. In accordance with FAR 12.602 & FAR 13.106-2, technical, price & past performance will be considered in the streamlined evaluation. In the best value decision, the Government may consider any readily available value indicators (examples include past performance, special features of the supply or service required for effective program performance, trade-in considerations, probable life of the item, warranty considerations, maintenance availability, environmental and energy efficiency considerations, and delivery terms). This may result in award being made to a higher-rated, higher-priced quote. The Government's selection of a higher-rated, higher-priced quote will be supported by a determination that the technical/past performance superiority warrants the additional cost involved.
