- Automated Gas Multimodal Surface Pore Adsorption Physisorption Analyzer Part 1 - Description The Division of Product Quality Research performs studies characterizing drugs and drug product in support of CDER. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. This solicitation is a Request for Quote (RFQ) using FAR Parts 12 and 13 procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516, Analytical Laboratory Instrument Manufacturing.. The associated small business standard is 500 employees. This is for a small business set-aside. Part 3 - Description/Specifications 3.1 Background The Division of Product Quality Research performs studies characterizing drugs and drug products. These essential studies are instrumental in support CDER's research regulatory goals. DPQR assesses the physical properties of pharmaceutical solids such as surface area and porosity, because these characteristics have a direct impact on the quality of these products. The surface area and porosity of pharmaceutical material affects their processing, blending, tableting as well as the drug's useful shelf life, its dissolution rate and bio-availability. These parameters also serve as useful indicators of lyophilization variability and characterization. Understanding of these properties is therefore essential to a successful drug product and process development. Determination of these properties is by employing gas adsorption analysis. To this end, DPQR is requesting the acquisition of one (1) automated multimodel surface area and pore analyzer (SAA) to fulfill its research mission. The overall objective is to obtain a fully automated gas adsorption analyzer capable of rapid and accurate determination of physical characteristics of the solid including: surface area, skeletal density, porosity, total pore volume and pore size distribution. DPQR will use the SAA to characterize surface area and porosity of pharmaceutical materials. Assessing the attributes is essential for predicting drug product shelf life, its dissolution rate and bio-availability. 3.2 Salient Characteristics To meet the purpose and objective of this requirement, the Contractor shall provide a Fully Automated Gas Adsorption Physisorption Analyzer meeting the salient characteristics below including delivery, installation and training, of the proposed system on-site at FDA's facility in Silver Spring, MD. Surface Area and Pore Analyzer (SAA) Hardware Technical Specifications: •A high throughput system capable of precise and accurate characterizations of the following parameters: 1.Single point and multipoint surface area 2.Porosity measurement 3.Micropore, BJH Mesopore volume and area distribution 4.Adsorption and Desorption Isotherms 5.Density functional theory •The system shall have the capability to measure very low surface areas(less than 0.1m2/g). •The BET analyzer shall permit the usage of different gases in addition to nitrogen, such as, argon, krypton, carbon monoxide, carbon dioxide and other non-corrosive gases for sample analyses. •The system shall be fully automated and modular allowing future attachment of more analysis modules. •The system shall have at least four independent analyses port with fast BET measurements in less than half an hour. •An automated and independently controlled degas and sample preparation stations shall contain at least 6 sample ports. •Each degas sample port shall be independently controlled without interfering with other degas ports or sample analysis. •The surface area analyzer shall allow the performance of leak and functional test whiles analysis is being done. •The system shall be capable of performing extended analysis unattended (cryogen dewar should last for at least 48hrs). •Computer, software and data management module shall be capable of data analysis and records electronically methods developed and used, results, maintenance and error logs. •All required, hardware, software, upgrades and licenses to operate and analyze results shall be provided. •Contractor shall provide consumables sufficient for installation and applications training. •Contractor shall provide shipping, delivery, setup, installation of hardware and software, interfacing, 1 year field warranty with 48hrs response time and free software updates, technical support (phone, web, or other) and at least 1 full day of onsite hardware and applications training for 8 FDA scientists at our facility. 3.3 Optional Service/Maintenance Agreement The FDA shall have a unilateral right to exercise optional periods to continue the maintenance work described below: The offerors pricing for optional service agreement shall include coverage of labor, parts and travel expenses. Parts- The service plan shall use all Original Equipment Manufacturer (OEM) certified parts. Services On-site- The contractor will initiate corrective maintenance/repairs within 48 hours from the service call. The repairs will be completed within 72 hours from the on-site arrival of the technician/service engineer. There shall be no limit to the number of on-site repair service visits. The service shall be delivered by an authorized OEM service provider. Services Off-site- Technical support and troubleshooting assistance shall be provided by the contractor via phone, email, or live-chat interface within 1 hour of initial contact. Part 4 -Performance and Deliverables 4.1 Place of Performance and Work Hours All applicable equipment is located at the location listed below. Normal workdays are Monday through Friday except US Federal Holidays. Work hours are typically from 8 am to 5 pm (ET). Service visits shall be coordinated with, see below. Delivery terms: The Surface Area and Pore Analyzer shall be delivered within 90 days of contract award to the WO Bldg 62 Loading Dock, and transported to WO bldg 64, room 1033 for assembly. Installation and integration includes necessary set up and connection of the BET Surface Area and Pore Analyzer, peripherals, and support utilities to operate the system. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. FAR 52.217-8, Option To Extend Services (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within the period of performance of this contract. FAR 52.217-9, Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within the period of performance of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months. Part 7 - Instructions to Offerors Offerors shall include in the quote, a point of contact (name, telephone number, and email address), proposed firm-fixed-prices estimated delivery date, business size and type (e.g. small, 8(a) small businesses, veteran-owned small businesses, woman-owned small businesses, etc.), Dun and Bradstreet (DUNS) number, country of manufacturing of equipment, and certification that all company information listed in the System for Award Management (SAM) database is complete, accurate, and current. Offerors shall ensure the solicitation number is visible in the header of the email transmission of their quote. Offerors shall complete the pricing tables for the base period equipment plus the four (4) option periods. The technical evaluation for this solicitation will be the offeror's ability to meet the required specifications listed in section 3.2, Salient Characteristics. Faxed quotes will not be accepted. Quotes must be valid through September 30, 2016. Offerors Response Date and Time: All quotes and revisions shall be received via email by Naomi.Carter@fda.hhs.gov before 2:00 PM Eastern Time on Thursday, July 7th, 2016. Award shall be made to a responsible party with the lowest priced technically acceptable offer.
