- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. National Oceanic Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the Office of Marine and Aviation Operations (OMAO) Headquarters, seeks potential vendors to provide a Subject Matter Expert (SME) for investigative services with experience conducting investigations in the context of marine, aviation and scuba diving operations. Experience conducting these types of investigations with a workforce in multiple bargaining units, and applying forensic accounting and private investigative methodologies, as needed, is required. Qualified Contractor analyzes publically available materials, government databases and other such sources to identify possible violations of Federal Government, Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), and/or Office of Marine and Aviation Operations (OMAO) regulations, policies, or directives. Conducts preliminary investigations to confirm such violations. Creates an investigation plan, providing document/ data analysis, conducting interviews, providing well written reports interview and investigative reports, spreadsheets and other analyses, and otherwise building proof necessary for successful personnel actions when warranted. Serves as lead for investigation teams, working with assigned members to leverage their contribution and subject matter expertise in conducting investigations and writing report. Work with NOAA Workforce Management Services, as needed, to provide investigative support in resulting personnel actions. Deliverables will consist of well-researched, analytically based and sound reports to include written statements, interview summaries, and all supporting documentation (credit card logs, emails, engineering logs, deck logs, etc). Thorough analysis must be conducted to conclude evidentiary substantiation or dismissal of allegations. Contractor is responsible for thoroughly developing initial premise of investigation (ie. failure to follow policies) to consider all sources of applicable data including interviews and multiple types of documentation. Report must be detailed and evidentiary based to support resulting personnel actions, if applicable. Investigator must understand and follow all applicable labor union agreements in conducting investigations. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services. Please include relevant experience and other pertinent information that demonstrates your ability to complete the requirement. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified; All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. The response date for this request for information is no later than COB July 01, 2016. No collect calls will be accepted.
