- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 10848025 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 339950 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-06-30 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Raleigh, NC 27607 The National Guard - North Carolina requires the following items, Brand Name or Equal, to the following: LI 001: Portable Power bank/battery pack, black, with laser engraved stacked logo (attached), minimum of 4,000mAh, standard mini, micro and iPhone adapters, as well as push button on/off, 500, EA; LI 002: Nerf style Foam Footballs and Basketballs,both foam balls will be a min of 5" in size and two-toned in red and blue with the NCNG stacked logo in white lettering (logo attached), logo must be a min of 2"W x 1.25"H, 1000EA foam footballs and basketballs, 2000, EA; LI 003: Pens with integrated stylus, indigo blue w/silver accents, medium point, black ink, stylus on nib end of pen, so that when nib is retracted, stylus can be used. Linear logo attached, 17000, EA; LI 004: 16oz Double wall, stainless steel thermal bottle w/ copper vacuum insulation and threaded steel lid. Outer shell to be matte black or OD green.Each bottle is to be individually retail box packaged and bottles to be printed with stacked logo (attached) on two sides in white.logo must be at least 1.25"H x 2"W, 810, EA; LI 005: #2 pencils w/ non-marring eraser, OCP pattern, w/ NCNG lineal logo (attached)printed in white, 30000, EA; LI 006: Lanyards, 1"W w/ breakaway clip at back of neck and detachable keychain just above hardware clip. lanyard will be OCP pattern w/ white NCNG lnear logo on both sides of the lanyard and the entire length, 3500, EA; LI 007: Flashlight Carabineer, blue, min of 8mm thick w/ built in flashlight, built in power switch and batteries included. NCNG linear logo (attached) applied n both sides of carbineer w/ min logo size of 1.5"W x 3/16"H., 8000, EA; LI 008: 8GB Flash Drive, white, credit card sized, full color logo (attached) on one side and list of benefits on other side. Design to be given upon award, 500, EA; LI 009: Sunglasses, Ray-Ban Wafarer style, Opaque red polycarbonate frame w/ metal accents and black tinted lenses with UV protection. NCNG linear logo in white on ear piece toward front of sunglasses., 6000, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - North Carolina intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - North Carolina is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Pre-Production samples shall be provided for review of items prior to manufacture of the lots. The samples will be reviewed by government rep assigned at award of contract and once items are approved, only then may rest of items be manufactured. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.
