Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-16-R-0238. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a solicitation is attached. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88. This combined synopsis/solicitation for commercial items is in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This acquisition is 100% set aside for Small Businesses. The NAICS Code is 238350, Finish Carpentry Contractors. Small Business size standard is $15.0 million. The contractor shall provide all labor, supervision, tools, transportation, equipment, and materials necessary to repair the doors, door frames, and replace the skylights at committal shelters 'A', 'B', and 'C' at Fort Logan National Cemetery. All work shall be performed in accordance with all requirements and specifications of the solicitation. The contractor shall complete all work within 60 calendar days after issuance of Notice to Proceed. Time stated includes final cleanup of the premises. Cost Range: Between $25,000 and $100,000 Location: Fort Logan National Cemetery 4400 W. Kenyon Avenue Denver, CO 80236 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from Other Than Small Business concerns shall not be considered or evaluated. The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Price, (2) Technical Qualifications; and Past Performance. Proposals priced more than $35,000 but less than $150,000 will be required to provide one of the alternative payment protections below within 10 days of contract award: Irrevocable Letter of Credit Payment Bond Tripartite Escrow Agreement Certified or Cashiers Checks, Bank Drafts, U.S. Post Office Money Order No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on July 15, 2016.
