Description
Statement of Work for Digital Asset Management This is a Request for Quotation. A quote is being requested and a written solicitation will not be issued. Requirement number OC-393-2016-0023 is issued as a Request for Quotation. This requirement is being set aside for small business concerns. The Centers for Medicare and Medicaid Services (CMS) has a requirement for a contractor to provide software maintenance and support of the current DAM and test server. The contractor shall provide the installation and implementation of services such as consulting, implementation services, and deliverables for the CMS Media Mine (DAM solution). Media Mine is based upon the commercial off-the-shelf (COTS) product Canto Cumulus digital asset management software, which has been customized for CMS. Detail information has been provided in the attached Statement of Work along with all the requirements the contractor is expected to accomplish to meet CMS's needs. The period of performance will be 12 months, approximately July 29, 2016 through July 28, 2017, plus four Option Years. This will be a firm fixed price procurement using simplified acquisition procedures. A purchase order will be awarded within 10 days after the response due date. Your response must be sent electronically in MS Word format to phillip.harrell@cms.hhs.gov or in paper no later than 3:00pm on July 12, 2016 to Phillip Harrell, Department of Health and Human Services, Centers for Medicare and Medicaid Services, Office of Acquisition and Grants Management, 7500 Security Blvd, C2-17-06, Baltimore, MD 21244. Responses shall be no more than 10 pages and should include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); and 3) Price of the deliverables, base year, plus the two Option Years. Your response will be evaluated on a best value basis using the following evaluation criteria: 1) Technical and Management Approach - the likelihood of effectively meeting requirements; 2) Past performance - the relevance and quality of prior performance; and 3) Price - the amount, realism and consistency of the evaluated price. All contractors are hereby advised that contractors shall be registered in the System for Award Management (SAM). Please register with SAM at the following website: http://www.sam.gov.
