Description
NAMRU-6 conducts scientific research studies that generate lots of business documents and records that are proactively captured, managed, and secured according to DoD classification, retention and disposal policies. However, the Command does not have a records management system that can manage and share documents, e-mail, web content, images, video, and workflows. Furthermore, all data is stored on a network shared that makes complicated to locate files, maintain versions of those documents, and conduct a proper lifetime management of records. If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to Information First, Inc. Information First is the only contractor with the following qualifications: HPE Gold Partner with Information Management & Governance (IM&G) specialization, Staff with DoD security clearances and over 10 years' experience with HPE RM and Staff with prior experience deploying HPE RM or prior versions to Navy infectious disease organizations such as the Naval Bloodborne Infection Management Center. To support the above records management requirements, U.S. Naval Medical and Research Unit No. 6 (NAMRU-6) is in need of an scalable enterprise document and records management system that can simply the capture, lifetime management, security and access to all information in business context. Due to the nature of information that NAMRU-6 handles, the system must be PHI/PII certified, and be in compliance with DOD 5015.02-STD, Baseline, Classified, and FOIA/PA Records Management Requirements and certified to pass the Test configuration as per above instruction. This Command will need access for 02 systems administrators, 01 records administrator, 35 supervisors, 20 contributors, and 35 reviewers. In addition, a fully capable windows server must be included to support the system, which includes 12 GB memory, 5TB disk space, SQL database, Windows 2012 or 2008 licenses, and must be shipped directly to Lima, Peru Airport. NAMRU-6 Information Technology (IT) personnel will perform a security hardening before server is installed on network. The installation services must include onsite configuration and training for all users, covered at all cost and travel expenses. This Sole Source Intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 PM Local Time, 11 July, 2016.
