Description
NASA/GRC has a requirement for services regarding the UV-VIS Instrument developed by Southwest Research Institute. NASA/GRC intends to purchase the services from Southweat Research Institute. Southwest Research Institute shall provide services of individuals who are intimately familiar with the UV-VIS instrument developed by Southwest Research Institute. Southweat Research Institute offers unique capabilities in support UV-VIS instrument that would be unreasonable to attempt to recreate with another provider. The UV-VIS instrument is being used as a design reference mission instrument to inform the Gondola for High Altitude Planetary Science (GHAPS) system design, including power, mass, volume, thermal, electrical and data interfaces. The UV-VIS instrument is being used to establish requirements and interfaces to envelope accommodations for future ultraviolet and visible wavelength instruments on the GHAPS platform. The Gondola for High Altitude Planetary Science (GHAPS) is a project to develop reusable balloon-borne platform for planetary science missions. The platform is being designed to fly two instruments for planetary observations ranging from infrared to visible wavelengths (300nm to 5 µm). Significant planetary science opportunities are available within this wavelength range. The BOPPS and BRISSON balloon mission design encompassed these same wavelengths. The UV-VIS instrument, developed by Southwest Research Institute, flew on both the BOPPS and BRISSON flights. This is not a request for quote. This is a sole source announcement. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. EST on 6/30/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
