Description
This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers, Seattle District is seeking information regarding capability and availability of potential contractors to perform a Firm Fixed Price Contract for Roads & Utilities associated with the construction and future operations of a new Fish Passage Facility site near the Mud Mountain Dam Project in Enumclaw, WA. The purpose of this notice is to measure the interest of Small Businesses (SB), 8(a), Woman Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 237310 "Highway, Street, and Bridge Construction" (Size Standard of $36.5 Million) for the subject opportunity. The magnitude of this construction project is estimated between $1,000,000 and $5,000,000. Summary Scope of Work (SOW): OVERVIEW: The U.S. Army Corps of Engineers (COE) - Seattle District requires road improvements associated with the construction and future operations of a new COE Fish Passage Facility (FPF) site on the north side of the White River, adjacent to the existing Muckleshoot Indian Tribe (MIT) fish hatchery, just outside the city limits of Enumclaw, Washington in King County. These road improvements are necessary to accommodate the larger trucks and more frequent truck trips required to support the new FPF. The following is a brief description of the proposed project and the work described below must be accomplished before summer of 2017: FPF ACCESS ROAD: The proposed FPF access road is located off of SE Mud Mountain Road and ends on the north side of the White River, adjacent to the MIT fish hatchery just outside the city limits of Enumclaw, Washington. Contractor will provide a 1,500-foot long asphaltic concrete (AC) paved roadway that is mostly two-lane. In addition, Contractor will also provide a raised and enclosed pedestrian walkway. A portion of the access road will have approximately 280-foot long MCE/block retaining walls. The road is bordered by a wetland and crosses the wetland just beyond the downhill end of the retaining wall. Portions of the road will also accommodate only one-way traffic. Traffic traveling the one-way area will be regulated by stop signs as well as one way traffic signs. The maximum road grade is 11.6%. Storm drainage features and related improvements are also required. FISH RELEASE ROAD: The fish release road site is located at mile post 32 on highway 410 east of Enumclaw, Washington. These road improvements are necessary to accommodate the larger trucks and more frequent truck trips required to support the new FPF. Contractor will provide a 6,600-foot long by 14-foot wide AC road with guardrails, and turnouts added. Existing slopes will be cut back on a 1V:1H slope where necessary to widen the road to the design cross section. Storm drainage features for the release road are also required. The maximum road grade is 9.7%. The fish release site road improvement does not include the vehicle turnaround area at the bottom of the hill where the existing fish-release chute(s) are located. UTILITIES: The electrical and communications work are limited to the changes or modifications necessary to accommodate the FPF access road improvements, and to ensure power and communications are available for the main features of the FPF. The fish release site road improvements do not include the development of any electrical or communications systems for the fish release site. Contractor will provide a new underground duct bank system consisting of two (2) 4-inch, direct buried Schedule 40 PVC ducts for power. This new duct bank system will provide a defined location for the primary distribution system that includes a pathway for the relocation of the PSE primary distribution system serving the existing houses and the hatchery, and a connection point for the extension of power to the FPF - the power extension, which will include installation of the conductors, will be part of a separate contract for the main FPF at a later date. The new duct bank will be placed in a common trench that will include new water lines and two (2) 2-inch PVC duct for communications. The trench shall follow PSE standards for the required separation of the primary ducts, the communications ducts, and the water lines. The duct bank system will begin at the intersection of SE Mud Mountain Road and the hatchery access road. Two junction vaults will be installed as part of the duct bank system - one at the intersection of SE Mud Mountain Road and the hatchery access road; and one adjacent to the transformer serving the first house along the access road. From the last vault, the ducts will be stubbed-out and capped at the end of the road development. All vaults will be the Utility Vault 776 style and will be located according to PSE requirements. Maintaining services for the existing hatchery facilities and the connection to the PSE distribution system for the relocation of the existing services will need to be coordinated with PSE. POTABLE WATER: Contractor will provide a two (2) new water meters and two (2) new water lines: one (1) new 3-inch HDPE pipe for MIT use and one (1) new 2-inch HDPE pipe for the new FPF use. CLEARING, GRUBBING, AND RESTORATION: Contractor will clear and grub FPF project site and dispose of vegetation and other unsuitable materials in an approved and permitted off-site location. In addition, Contractor will restore and hydroseed all disturbed areas/work areas prior to the end of construction. The Fish Release site will be cleared under a separate contract but will require grubbing. The Fish Release site will also include tree planning in on-site disposal areas. REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: 1. Firm's name, address (mailing and URL), point of contact, phone number, email address. 2. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). 3. Three (3) to five (5) examples of past projects as the Prime Contractor for road construction projects of similar size, complexity and scope completed within the last ten years. Examples should include the following information: a. A description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of each project. 4. CAGE Code and DUNS number. 5. Firm's Joint Venture Information, if applicable. 6. Bonding Information: a. Provide the following, on the bonding company's letterhead: (1) Bonding Limits (a) Single Bond (b) Aggregate All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response under this Sources Sought Announcement. The official Synopsis citing a solicitation number will be issued on Federal Business Opportunities (www.fbo.gov) inviting firms to register electronically to receive an electronic notification of a solicitation should one be issued. SUBMIT TO: Responses to the Sources Sought Announcement should be received no later than 2:00 PM (Pacific Time) on 18 July 2016.
