- Drawings Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section B are subject to change prior to the release of any solicitation. B. Salient Characteristics The Contractor shall provide one (1) required aerodynamic force measurement balance that meets the following requirements: • Shall be capable of measuring lift loads of up to at least twenty (20) pound force (lbf) of lift, ten (10) lbf of drag, and twenty-five (25) in-lbf of pitching moment. • Shall have a minimum accuracy of at most one (1) percent (%) of full scale measurement in each measurement axis. • Shall have three (3) components (Lift/Drag/Pitch) and be a direct measurement balance. Direct measurement means that the transducers must be able to be directly measured with a bridge circuit. For example: One output of the balance, and input into a bridge circuit, must directly correspond to the lift force. • Shall be of typical strain gauge/load cell design and integrate into a NI-PXIe4330 bridge card. • Shall have a force measurement output of each channel with the common outputs: EX+,EX-,AI+,AI-. • Cable length should be a minimum of three (3) feet, but no more than fifteen (15) feet in length. • Shall be capable of completing one of the following: 1. Integrate into the current clamshell mounting system designed to hold a balance with a 3/8" outer mounting diameter (See figures). Length of the balance extending past the clamshell is ideally 6" and required to be between 3-8". The length of the balance inside the clamshell should be at least 4" and less than 7", with any cabling being less than 3/8" in diameter and passing out the back of the clamshell. 2. Shall be mounted to the depicted posts on the model positioning system (See figures). The current clamshell model dimensions are: A = 2.5" and B = 3/8" diameter. The slot width for mounting the clamshell into the posts is 1/4" (see drawing). Length of the balance from the upstream post mount to the end of the balance is ideally 8.5" and required to be between 5.5"-10.5". 3. Shall be mounted by a similar 2 post design with different arm spacing and mounting hole diameter. New post design options are limited to A = 1"-3" and B = 1/4"-3/8". Length of the balance from the upstream post mount to the end of the balance is ideally 8.5" and required to be between 5.5"-10.5". • The supplied aerodynamic force measurement balance shall have all necessary operator's manual (s) • The supplied aerodynamic force measurement balance shall include standard manufacturer warranty • Shall be delivered by 01 August 2016. (See attached drawings) C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 1,000 Employees standard that accompanies NAICS code 334516. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects. (12) Responses to this sources sought synopsis are due no later than 11:59 eastern standard time (EST) on 07/01/2016.
