Description
Naval Air Systems Command (NAVAIR) intends to negotiate a Sole Source modification to an existing task order with Rockwell Collins Incorporated under Basic Ordering Agreement (BOA) N00019-14-G-0021 for the Engineering Analysis for System Upgrades to support Very Low Frequency (VLF) systems required to manage Diminishing Manufacturing Sources and Material Shortages (DMSMS) for the E-6B High Power Transmit System (HPTS) currently installed on the E-6B aircraft. Rockwell Collins Incorporated is the Original Equipment Manufacturer (OEM) of the VLF transmit and receive systems currently installed on the E-6B aircraft. Rockwell Collins Incorporated is currently under contract to the NAVAIRSYSCOM to support the E-6B VLF systems through logistical sustainment, obsolescence monitoring and avoidance, as well as Fleet Support Representatives at Tinker Air Force Base. Rockwell Collins Incorporated has been the developer, integrator, and logistical support provider for VLF and Low Frequency (LF) systems installed on other Department of Defense (DoD) airborne platforms. This planned analysis will leverage and retain current system performance of the VLF systems through 2040 while evaluating space, weight, and power reductions. Rockwell Collins Incorporated is the only contractor with the necessary technical data to perform this effort for the E-6B without wholesale replacement of the entire VLF system, which is cost and schedule prohibitive. The planned period of performance is from 01 November 2016 through 31 December 2017. This intended procurement will be processed pursuant to the authority of 10 U.S.C.2304 (c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 13 July 2016, 16:00 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
