- Question & Answers 06-28-2016 Updated 06/28/16: Add Questions & Answers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 63093161145 and this solicitation is issued as a request for quote (RFQ). This quote and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88. This is not a Small Business Set-Aside. NAICS Code is 333923 - Overhead Traveling Crane, Hoist, and Monorail System Manufacturing and the applicable Small Business Size Standard is 1,250 Employees. Description: The United States Section of the International Boundary and Water Commission, (USIBWC) requires a NEW scaffolding system to carry out critical dam gate maintenance. The USIBWC is seeking a quote for the below CLIN Structure. Offeror's shall provide a Firm Fixed Price (FFP) quote. The quote shall include all applicable taxes, fees, freight, and travel. The USIBWC is exempt from most taxes. Payment shall be made based on the FFP quote in accordance with the Statement of Work (SOW). CLIN Description Qty. Unit Unit Price Total Price 001 Scaffolding System 1 EA TOTAL Refer to the attached SOW for description of the requirement. Basis for Award: The Government will award a contract resulting from this RFQ to the responsible Offeror based on Lowest Price Technically Acceptable. In order to determine if an Offeror is Technically Acceptable, Offerors shall submit the manufacturer's technical specification for the proposed equipment. The Offeror shall ensure that sufficient information is submitted so that the Government may determine that the proposed equipment meets or exceeds the specification requirements of the Statement of Work. Clauses: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition to include any addenda to the provision. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition to include any addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following FAR clauses cited in the clause are applicable to the acquisition. Depending on the dollar amount of the awarded contract, inapplicable clauses may be removed prior to award. They have the same full force and effects as if provided in full text.
