Description
Notice of Intent Notice of Intent to Award The U.S. Department of Health and Human Services intends to award a sole source contract to the Association of University Centers on Disabilities (AUCD) utilizing acquisition procedures under the authority of FAR Part 6.302-1, for the Office of the Administration for Community Living (ACL). This notice of intent to award is not a request for competitive proposals. The purpose of this notice is merely to obtain capability statements to allow interested firms an opportunity to demonstrate their qualifications for the standards below. The purpose of this contract is to improve program performance, statutory compliance, and program outcomes across the University Centers of Excellence in Developmental Disabilities Education, Research and Service (UCEDD). The period of performance for the contract shall be for one 12 month base period with four (4) twelve (12) month option periods. In order to respond to this notice, qualified firms must be able to clearly convey its experience and/or ability to perform the following tasks identified below in a capability statement: 1) Demonstrates intrinsic knowledge of UCEDD history and legislative mandates, UCEDD four core functions, UCEDD management issues, and successful methods to increase the effectiveness of these Centers to improve the state systems, individual supports, family supports, and community services that support community living for individuals with developmental disabilities in unserved and underserved communities as defined under the legislation. 2) Provide training and technical assistance (T/TA) to the UCEDDs to ensure the active participation of individuals with intellectual and developmental disabilities from culturally and linguistically diverse backgrounds, families and other consumers of UCEDD programs and services in the development and evaluation of its programs, procedures and services including the four core functions: interdisciplinary training, community services, research and information dissemination; the five year application, annual reports, five year closeout reports and active engagement on Consumer Advisory Council (CAC) 3) Provide Project Management and Evaluation that reflects an in-depth analysis of multiple sources of information and perspectives UCEDDs, trends in T/TA activities, develop and annually update a 5-year strategic plan for providing T/TA which clearly identifies the goals, objectives, tasks and activities for the T/TA to be carried out and that will lead to achieving the project outcomes, to the maximum extent possible. 4) Provide a progression (e.g., broad based to highly customized) of T/TA Knowledge Development, Sharing and Transfer strategies that increase the knowledge base and capacity of UCEDD leadership, faculty and staff, and the UCEDD Consumer Advisory Councils (CAC) by creating /maintaining a dynamic, state of the art T/TA Website that: (1) Serves as the primary source of information and resources for UCEDDs. (2) Is user-friendly and fully accessible. (3)Has the full library of tiered (e.g., basic - advanced) resources for UCEDD infrastructure in multiple areas pertaining to: UCEDD core functions; Disability topics of national interest; and Infrastructure and Operations (e.g., leveraging funds, fiscal management, CAC training, financial sustainability, planning and evaluation, federal reporting, monitoring, personnel management, leadership development, cultural competence, diversity, etc.) 5) Brokers and supports peer-to-peer connections across the UCEDD Network to include: Broadening the pool of experts to provide T/TA to UCEDDs by establishing and maintaining a cadre of experts that provide resources, supports, and TA to UCEDD leadership, faculty, staff and Consumer Advisory Council members and Building capacity and leadership within each UCEDD and across the network of UCEDDs. 6) Establishes a partner-focused working relationship with UCEDDs and facilitates improved UCEDD operations (in the 2 main areas of UCEDD core functions and disability content and UCEDD organizational competency), performance and outcomes; maintenance/achievement of statutory compliance; and positioning of UCEDDs as leaders and agents of systems change, capacity building and advocacy at the national, state, international and local levels. 7) Establishes a partner-focused working relationship with the State Council on Developmental Disabilities T/TA provider and Protection and Advocacy Systems T/TA contractor to enhance the relationship among the DD networks in each state/territory and: addresses issues related to DD network collaboration and pressing disability issues in the States/Territories. 8) Creates a partner-focused working relationship between UCEDDs and Federal/Non- Federal and other relevant entities, including those funded under IDEA and WIOA to ensure UCEDDs have a contributing role in improving outcomes for people with disabilities. 9) Develops an electronic means of supporting peer-to-peer networking through the T/TA website, such as e-Task Forces and web-based mechanisms for identifying experts and facilitating linkages between the UCEDDs 10) Focuses on Diversity, Inclusion, and Cultural and Linguistic Competence. Provides ongoing support and evidence based resources to enhance diversity, inclusion, and cultural and linguistic competence of UCEDDs in all aspects of their work; including development and maintenance of a web- based interactive Diversity and Inclusion Toolkit for the UCEDD network. 11) Cultivates partnerships with organizations representing various culturally and linguistically diverse groups to assist UCEDDs in creating connections at the national, state and local levels to improve their ability to respond to increasingly diverse communities across the country. 12) Provides a centralized repository for UCEDD training and technical assistance information, materials, and conferences for the 67 federally mandated UCEDD programs. 13) Develop and implement T/TA as needed on new legislation affecting individuals with developmental disabilities, including individuals with developmental disabilities from diverse communities emerging health-care issues including managed care and health insurance coverage; issues relating to services. Provide the necessary logistical and other coordination of international, national or regional UCEDD training events including: travel, per diem, and honoraria (as appropriate) for outside experts/ trainers and UCEDD affiliated staff, Governing Boards, Advisory Council members, and subcontractors to present papers or workshops on program issues or activities. Implement the UCEDD programs through on-site peer reviews requested by AIDD and as identified through the system for assessing UCEDD needs. 14) Develop and implement on-site and off-site technical assistance, conference calls, materials, and information packets on topical areas as determined by the UCEDD Network, AIDD, which will also include information on the President's Executive Order 13217 signed on June 18, 2001, "to place qualified individuals with disabilities in community settings whenever appropriate... so as to ensure that all Americans have the opportunity to live close to their families and friends, to live more independently, to engage in productive employment, and to participate in community life." 15) Utilize experts on consumer satisfaction, measurement, and marketing to further develop reporting systems and marketing strategies for UCEDD Network. 16) Demonstrate a wealth of knowledge regarding the operations, issues, training needs, and the ability to impact over 700,000 individuals with developmental disabilities annually as well as curricula pertinent to the network of UCEDDs. Qualified firms must also include the following information a) Company Name. b) Company DUNS number. c) Company point of contact, mailing address, telephone and fax numbers, and website address 4 d) Name, telephone number, and e-mail address of a company point of contact e) who has the authority and knowledge to clarify responses with government representatives f) Date submitted g) Applicable company GSA Schedule number or other available procurement vehicle. h) Do you have a Government approved accounting system? If so, please identify the agency that approved the system. i) Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All respondents must register on the SAM located at https://www.sam.gov No solicitation document is available. Capability statement must be submitted to the contact point and address given above. All capability statements are due to the Contracting Officer by 5:00pm EST July 6, 2016. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 5 pages.
