Description
SYNOPSIS The US Army Cargo Helicopters (CH) Project Management Office (PMO) is conducting market research to determine feasibility for a potential system for: Integrated Air Data Computers to determine whether or not there are interested and available Contractors sources capable of meeting the identified requirements. This document is for information and planning purposes only and to allow industry the opportunity to verify reasonableness and feasibility of the requirement. Contractors having the capability to design or manufacture Integrated Air Data Computers are invited to submit appropriate documentation, literature, brochures, and references. SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; HUB-Zone small business; service-disabled veteran owned, veteran-owned small businesses; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. GENERAL PURPOSE Purpose The US Army Cargo Helicopters PMO is interested in seeking potential solutions for Integrated Air Data Computers for the CH-47F helicopter. The contractor shall provide information about Integrated Air Data Computers systems that eliminate the need for pneumatic tubing in aircraft. The Integrated Air Data Computers systems must be capable of measuring and computing airspeed, pressure altitude, and temperature in accordance with technical standard order (TSO)-C106, in one or more than one line replaceable unit(s); that can be qualified for use on military rotary aircraft platforms. The Integrated Air Data computers must be small, lightweight, low power, software configurable, and capable of transmitting computed data over a data bus. RFI REQUIREMENTS Responses to this RFI should address the following: •1. Organization/Company Info: •a. Name and address of company •b. Size of company (number of personnel, total revenue, ownership, length of time in business, etc.) •c. Cage Code and DUNS Number (if available) •d. Points of contact name(s) with phone number(s) and email address(es) •e. Website (if applicable), and name of parent organization (if applicable) •2. Technical: •a. System Description and Overview •b. Software and Hardware Design Assurance Level (planned or achieved) •c. Current availability of the component/system •d. If the component is currently not available, what is the Maturity of the technology (i.e., has the system have been flight qualified, when and by whom or under what project), description of Technology Readiness Level (TRL), and near-term plans / approach for qualification of any components that have not received airworthiness certification. •e. Environmental Qualification testing (planned or achieved) •f. Civil or military rotary aircraft installations •g. Space, Weight, and Power requirements •h. Reliability Metrics •i. Non-Recurring Engineering (NRE) cost remaining to fully certify / qualify (if applicable) •j. Rough Order of Magnitude (ROM) cost estimate - broken down by cost points for 1, 10, 100 units •k. Provide any other pertinent information that will assist us in this assessment. ACQUISITION APPROACH This announcement does not constitute a SYNOPSIS. The US Army Cargo Helicopters Project Management Office (PMO) is conducting market research to determine feasibility for a potential system for: Integrated Air Data Computers to determine whether or not there are interested and available Contractors sources capable of meeting the identified requirements. This announcement does not constitute a Request for Proposal. Please do not request for a copy of the solicitation, as no solicitation is issued, the solicitation will be made available on the Federal Business Opportunities (FBO) website ( http://www.fbo.gov ). It is the responsibility of offerors and interested parties to monitor the Internet site for the release of the solicitation and amendments, if any and will be responsible for downloading their own copy of the documents. The Government has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorized to incur cost for which reimbursement would be required or sought. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing proposals for the Cargo Helicopters PMO, Program Executive Office, Aviation (PEO Aviation). SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND.
