Description
THIS IS FOR MARKET RESEARCH PURPOSES ONLY, NOT A REQUEST FOR PROPOSAL OR SOLICITATION. The United States Department of Agriculture (USDA), Agriculture Research Service (ARS) is considering a Greenhouse Renovation contract at the USDA, ARS, San Joaquin Valley Agricultural Sciences Center located in Parlier, CA. The project will be implemented using the North American Industry Classification System (NAICS) Code 236220 - Commercial and Institutional Building Construction. The applicable classification code is Z - Repair or Alteration of Laboratories and clinics. Specific objectives for such a project may include: Contractor shall furnish a cost proposal to provide service for design (where applicable) and construction renovations of the existing air handling system of Greenhouse 68 as identified in the description of work below. Description of work: Demolition Disconnect and remove (6) existing evaporative coolers. Following demolition of the coolers, the existing CMU wall must be repaired to maintain positive pressure in order to prevent insect migration. Disconnect existing ridge vent controls and armatures. Remove and properly dispose of existing greenhouse glazing side walls on East and est sides of greenhouse. Existing glazing shall be removed leaving exposed structural framing of greenhouse sidewalls above the existing concrete block wall. Greenhouse Ridge Vent Permanently seal by mechanical and adhesive means the existing greenhouse ridge vent to prevent migration of insects or mites. Construction East Construct a 6' x 80' structurally framed, polycarbonate walled and roofed lean-to permanently affixed to the structure of the existing greenhouse. Framing shall include footing reinforcement appropriate for support of structure installed. Compact soil captured by lean-to area, provide weed control fabric and install river rock coverage (3/4" - 1") throughout. Install a 3' wide screened partition bisecting the polycarbonate walled/roofed vestibule along the 80' length of the lean-to. Screening material shall consist of Green-Tek or comparable product including openings of 0.3 m2 (e.g. 0.547 x 0.547) or less in size. Screening material shall be secured to the floor, sidewalls, and ceiling in order to ensure no migration of insects or mites. Install (2) service entrance doors. (1) Entrance shall be installed on the North end of the outermost lean-to section. (1) Entrance shall be installed on the South end of the inner lean-to section. Service doors shall include locking door hardware and door closure devices to ensure closure over positive air pressure from greenhouse. Contractor shall provide specifications for doors and ancillary components proposed with their formal proposal. Install (4) pressurized fans with shutters evenly spaced on the exterior wall of the lean-to area. Fan sizing shall ensure (1) full air exchange of greenhouse air volume per minute and to maintain a target temperature range of 70 - 75 F during summer months. Contractor shall provide specifications for proposed fans and ancillary equipment as part of their proposal. Install framing support of exterior greenhouse wall to accommodate new evaporative cooling system. Install new evaporative cooling system Acme 6" Kool-Cel Cooling Pad System and Munter's Water distribution System (WDP100-AL) or comparable. System shall be complete with submergible pump and pluming. Contractor shall fully integrate the installed Construction West Install (4) each 36" wall vents along West wall. Contractor shall submit specifications for proposed wall vents with their proposal. Install Polycarbonate wall material in place of removed glazing surrounding the installed 36" wall vents. Construct a 6' x 80' structurally framed, fully screened vestibule permanently affixed to the structure of the existing greenhouse. Framing shall include footing reinforcement appropriate for support of structure installed. Screening material shall consist of Green-Tek or comparable product including openings of 0.3 m2 (e.g. 0.547 x 0.547) or less in size. Screening material shall be fully secured to framing structure in order to prevent migration of insects or mites. Compact soil captured by lean-to area, provide weed control fabric and install river rock coverage (3/4" - 1") throughout. Install a service entrance door with locking hardware and closure at the south end of the vestibule. Contractor shall provide specifications for door and ancillary components proposed with their proposal. ARS is conducting this Sources Sought to identify small business contractors who possess the capabilities to provide services as specified above and to determine their availability, capability and adequacy. If your firm may be interested in this requirement, is a qualified small business for the NAICS code 236220 (36.5 Million according to https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf), and has performed similar projects, we request the information shown below. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request For Proposal (RFP), to be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. This notice shall not be construed as a RFP or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice. SUBMISSION INSTRUCTIONS: Responses via email are due 4:30pm EST on July 21, 2016 to Jeffery.ridenour@ars.usda.gov and must include the information requested below. Responses greater than 20 double-sided pages (including all attachments) will not be considered. Late responses will not be accepted. This is strictly market research and the Government will not entertain any questions. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the Sources Sought. Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm's qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information. The documentation shall address, at a minimum, the following: A. Company Profile to include: (1) Company name and address; Affiliate information: parent company, joint venture partners, and potential teaming partners; (2) Year the firm was established and number of employees; (3) Two points of contact (names, titles, phone numbers and email addresses); (4) DUNS number and CAGE Code, as registered in the System for Award Management (SAM) at www.sam.gov: (5) Small Business designation/status (must correlate with SAM registration): ____ Small business _____HUBZone ____WOSB ____ 8(a) _____SDVOSB ____VOSB ____Small Disadvantaged Business B. Bonding capability. C. List at least 3 current greenhouse renovations in the last 5 years of similar size and scope. Include a brief statement as to why each project is relevant to this sources sought notice and other relevant information such as any teaming or joint venture partners. In addition, include proof of satisfactory past performance on the referenced projects. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a combined synopsis/solicitation may be published on FedBizOpps. However, responses to this notice will not be considered adequate responses to a solicitation.
