- Intend to award sole source based on FAR 6.302-1, Only One Responsible Source. INTRODUCTION The Naval Air Systems Command, Naval Air Warfare Center Weapons Division, China Lake, CA is seeking information for potential sources regarding industry technologies available to deliver aircraft modification kits to integrate LINK 16 tactical data link and Digital Identification Friend or Foe (IFF) Transponders into Night Attack and TAV-8B versions of the AV8B aircraft. The results of this Sources Sought will be utilized to determine the capabilities of industry to meet this requirement and if any Small business Set Asides opportunities exist. All Small Business Set-Aside categories will be considered. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The AV-8B is a Vertical Short-Take-Off and Landing (VSTOL) jet aircraft used by the United States Marine Corps (USMC) primarily for Close Air Support (CAS) of ground troops. AV-8B continues to serve the USMC with distinction and combat effectiveness. However there are growing capability deficiency gaps in this legacy tactical aircraft system resulting from evolving threat technologies, rules of engagement on the modern battlefield and proliferation of distributed information systems among all combat elements. On 22 JAN 2016 NAWCWD awarded N68936-16-C-0001 for Link 16 and Digital IFF Transponders into Production and Remanufactured AV-8B aircraft to the original equipment manufacturer (OEM), The Boeing Company, St. Louis, Mo. The redacted Justification and Approval for this award was published to fbo.gov. Interested parties are highly encouraged to review for consideration herein. REQUIRED CAPABILITIES The Government requires an avionics kit that could demonstrate the integration of the tactical data link (LINK16) including other required avionics changes to accommodate the data link into the Night Attack and TAV-8B versions of the AV-8B. The intent of this Sources Sought is to assess the state-of-the art technology available in industry to meet this requirement. The Government envisions a solution for the Night Attack and TAV-8B that meets the following operational and program requirements: 1. This effort is to deliver aircraft modification A kits to integrate Link 16 and Digital IFF Transponders into Night Attack and TAV-8B versions of the AV8B aircraft. This will require aircraft modification A Kits for the integration of the required transponder into the T/AV-8B platform including updates to all impacted avionics for the aircraft. The A Kit will be designed for installation of Friend or Foe (IFF) Transponders. 2. This effort will include retrofit development of hardware and electrical configurations. 3. Modification of flight test kits. 4. On-site and telephone support for modification kits. 5. Certification and assessment of kit capabilities and integration into legacy AV-8B Night Attack and TAV-8B avionics subsystems. SPECIAL REQUIREMENTS Any resulting contract modification is anticipated to have a security classification level. ELIGIBILITY The applicable NAICS code for this requirement is 541712. The Product Service Code (PSC) is K016. The written response shall reference solicitation number N68936-16-C-0001 P0000X and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
