- NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THE SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THE SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. PROPOSALS MUST BE VALID FOR AT LEAST 120 DAYS FROM THE PROPOSAL DUE DATE. AN OFFICIAL AUTHORIZED TO BIND THE COMPANY SHALL SIGN THE PROPOSAL. THIS PRE-SOLICITATION SYNOPSIS IS NOT A SOURCES SOUGHT NOTICE; DO NOT CONTACT THE CONTRACTING OFFICE TO PROVIDE CAPABILITIES STATEMENTS OR NOTICE OF INTEREST. THE GOVERNMENT DOES NOT PAY FOR ANY COSTS ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF PROPOSALS. This is a pre-solicitation synopsis notice for repair of the following items: 1. 01-360-8581 2. 01-205-7064 (will be upgraded to item 1) 3. 01-396-3243 4. 00-601-1279 (will be upgraded to item 3) 5.01-247-9676 (will be upgraded to item 3) 6. 01-360-8437 7. 00-613-7245 (will be upgraded to item 6) 8. 01-360-8499 9. 00-617-8058 (will be upgraded to item 8) This acquisition will be solicited as a Request for Proposal (RFP) utilizing Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. A single award Firm-Fixed Price, Indefinite Delivery Requirements Contract will result from the solicitation. The offeror shall furnish all personnel, management, materials, equipment, tools, facilities and all other items necessary to provide support for NAVSUP Weapons Systems Support (NAVSUP WSS) fleet demand repair requirements. As part of this requirement, support shall include (1) retrieve F condition assets from NAVSUP WSS and (2) deliver repaired (and upgraded if necessary) A condition assets back to NAVSUP WSS. An A condition asset is either a new asset or an asset that has been repaired in accordance with the Statement of Work (SOW). The offeror shall perform all repairs in accordance with the SOW and all other required regulatory guidance. The Government does not own the data or the rights to the data needed to repair this item. Limited competitive procedures apply as the repairs of the items specified above require engineering source approval. The anticipated contract will be awarded directly to one of the contractors identified at this time that meet the repair qualifications and capability requirements. Period of performance will be for a base period and four (4) one-year option periods. The North American Industry Classification System Codes 333618 and 332919 will apply to this acquisition. All firms who want to challenge the limited competitive designation of this acquisition must submit a letter that demonstrates their firms qualifications and capability to provide repairs, as described above. Firms cannot just express they have interest; they must provide rationale as to why they should be considered. All interested firms must respond to this synopsis by 14 Jul 2016, 05:00 p.m. Eastern Standard Time to Matt Dawson by e-mail, matthew.c.dawson1@navy.mil To be eligible for contract award, all prospective offerors must be actively registered in the System for Award Management (SAM) database. Registration can be completed electronically at the D and B website (http://www.dnb.com/). Registration may take up to three (3) weeks to process a request. Please Note - The subsequent award of this requirement shall not be held up by the government waiting for a firm to be properly registered. SAM registrations shall be current.
