- SPECIAL NOTICE - INTENT TO AWARD ON A SOLE SOURCE BASIS Acoustic Windows for the U.S. Coast Guard Cutter Healy transducer wells This is a special notice for commercial items prepared with the format in FAR Part 12 and Part 13 to SyQwest Inc., 30 Kennedy Drive, Cranston, RI 02920. The proposed contract action is for the purchase of replacement acoustic windows which the dimensioning, materials and properties were developed for longevity in the cold waters, vessel safety and acoustic performance. The government intends to solicit and negotiate with only one source under the authority of Section 4202 of the Clinger-Cohen Act of 1996 and as implement under FAR 13.106-1 (b)(1). The replacement acoustic windows are custom made per the specifications/drawings developed by SyQwest Inc. which are proprietary for Coast Guard Cutter Healy transducer wells. The Original Equipment Manufacturer (OEM) of the existing windows, Ocean Data Equipment Corporation (ODEC), was purchased by SyQwest and remains the only producer for these items.
