- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with Active Motif, Carlsbad, CA 92008 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This request is for Epigenetic Services - ChlP-Seq -Chromatin Immunoprecipitation followed by next generation sequencing as follows: #25001 FactorPath ChlP-Seq (9 each); #25046 Sequencing of Input/Control DNA (3 each); and #25049 Antibody Sourcing (6 each). The following services are performed on provided frozen tissue: 1) Cross-link transcriptional proteins to chromatin; 2) Fragment and isolate the chromatin; 3) Enrich the chromatin for specific transcription factors using immunoprecipitation; 4) Construct libraries from the enriched chromatin for next-generation sequencing; 5) Sequence all the chromatin DNA in the immunoprecipitated/enriched chromatin using Next-generation sequencing; and 6) Provide the data detailing all the sequences that interact with the transcription factor in each sample. The data resulting from these current services must be completely compatible with prior research services and data. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 14 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 14 days of this notice, an award will be made to Active Motif. The NAICS Code/Size is 541990/$15.0 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
