SOURCES SOUGHT This Sources Sought is being issued for planning purposes only and it is not a solicitation or pre-solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The UNITED STATES Air force will not be responsible for any costs incurred by interested parties in responding to this sources sought. The 628th Contracting Squadron at Joint Base Charleston, SC is seeking contractors who are capable of providing Runway Friction Testing services according to the following paragraph: The contractor shall furnish all management, labor, tools and equipment, transportation, and materials necessary to inspect runways using Continuous Friction Measuring Equipment (CFME) at Joint Base Charleston - Air Base, SC and North Field, located 92 miles northwest of JB CHS AB. The work performed shall conform to the terms, standards, and conditions outlined in the Engineering Technical Letter (ETL) 04-10 (Change 1): Determining the Need for Runway Rubber Removal, May 12, 2004 (or most recent changes). The Scope of Work Testing Scheduling - The contractor shall provide a schedule for testing within 30 days of the performance. The schedule shall reflect a minimum of 4 quarterly testing dates •2. Calibration Records - A current CFME calibration certificate must be presented prior to each test and dated within thirty days of the test date. •3. Scheduled Test Event Coordination - Coordination shall be by email or phone three weeks prior to any scheduled test event. •4. Response Time - Contractor shall respond within 72 hours' notice either to cancel or reschedule an event. •5. Inspection Testing - A test will include use of the CFME at both 40 mph and 60 mph in each direction on each numbered runway. (A total of Four (4) runways) •6. Retesting - Runways shall be retested if test results cannot be explained or are not consistent with a visual inspection. •7. Final Reports - The contractor shall submit a final report of each tests finding by email within 7 calendar days after completion of work. A Fixed Price type contract is contemplated. AT A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) A positive statement of your intention to bid on this contract. (b) Business Size, Duns, Cage Code, Tax ID, and Point of Contact. (c) Capability Statement to include the condition of items sought. All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested businesses. Failure to submit all information requested may result in a contractor not being considered as an interested vendor. The applicable North American Industry Classification System (NAICS) code is 488119 with a small business size standard of $32.5M. It is anticipated the solicitation will be issued electronically on the Federal Business opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this site frequently for any updates/amendments to any and all documents. All prospective contractors must have a current and valid CAGE code and DUNS number in order to be eligible for award.
