Description

This is a pre-solicitation notice, only, to announce the intent of the Department of Veteran Affairs (DVA), Veterans Benefits Administration (VBA), Saint Petersburg Florida Regional Office, located at 9500 Bay Pines Blvd, Saint Petersburg, FL 33708, to issue a solicitation for a Fire Sprinkler Modification Project at the Regional Office. This is not a request for quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. No response is due at this time. No questions of a technical or contractual nature will be answered. Those questions will only be answered via an amendment to the solicitation once it's issued. The VBA anticipates issuing a solicitation to add sprinkler heads and move sprinkler heads to bring a section of the 3rd area of the Regional Office into compliance with the National Fire Protection Association (NFPA) codes. This requirement will be performed AFTER normal business hours - 6:00 PM and 6:00AM, Monday through Friday. A strict schedule will be created and adhered too. The contractor shall provide all necessary labor, material, tools, supervision, equipment, permits, testing, and reports in accordance with all federal, state and local codes and regulations to execute all applicable services necessary per the Statement of Work. This acquisition is a 100% Set Aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns in accordance with Veterans' First Public Law 109-461. Quotes received from concerns that are not SDVOSBs will be considered to be non-responsive and shall be rejected. Work to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 238220 with a size standard of $15 Million. The magnitude of this VA construction project is estimated to be between $25,000.00 and $100,000.00. The solicitation number is RFQ VA101V-16-Q-0311. Specific instructions on submitting quotes will be contained in the solicitation documents. A Firm-Fixed Price award is anticipated. It is anticipated the solicitation will be issued on or about July 14, 2016. The entire solicitation package, including all attachments, will be available electronically via internet at http://www.fbo.gov. Paper copies of the solicitation will not be made available. A site visit is anticipated. Specific details regarding the site visit will be provided in the solicitation. Quotes will only be accepted via E-mail and shall be submitted to Van.Hale@va.gov. To be eligible for contract award, responding firms must be verified as Service-Disabled Veteran-Owned Small Business under the applicable NAICS code in VETBIZ.GOV and registered in the System for Award Management (SAM). SAM requirements may be viewed via internet at https://www.sam.gov. In addition to being registered in SAM, Offerors shall complete the Online Representations and Certifications in SAM.
