Description
The Batavia VA Medical Center located at 222 Richmond Avenue Batavia NY 14020 has a requirement for annual preventative maintenance services and emergency repair services on the facilities electrical systems. The inspection, testing, adjustment and reporting shall comply with the requirements of the latest edition of: I) NFPA 70 "National Electric Code" II) NFPA 70B "Recommended Practice for Electrical Equipment Maintenance" III) NFPA 70E "Standard for Electrical Life Safety in the Workplace" IV) VHA Directive 1028 ELECTRICAL POWER DISTRIBUTION SYSTEMS V) International Electrical Testing Association, Inc. (NETA) - Maintenance and Testing Specifications. VI) Equipment manufacture's instruction. When a conflict arises between a method called for in NFPA 70, 70B & 70E and the equipment manufacturer, the VA will be notified in order to provide direction. Contractor shall supply all services, material and equipment required to comply to the references above. All work shall be performed, using properly trained technicians. Contractor will inspect, test and adjust/lubricate the Electrical Systems per the following schedule. Year 1 (a) Infrared Thermo-graphic Inspection: (11) Eleven Transformers and Approximately (80) eighty panels in building 1 - VA Batavia will provide qualified electrician to facilitate access to equipment space as required. Contractor to provide a qualified electrician to remove access panels to equipment. (b) Perform inspections, testing, cleaning, lubrication and adjustment of the following equipment: (a) Building 1 (i) (80) Electrical panels (c) Visually inspect, clean and perform oil samples and analysis of 13 oil filled transformers. Refill liquid to meet manufacturer's specifications (i) Transformers located outside of: (1) (3) Building 1 (2) (1) Building 2 (3) (1) Building 3 (4) (1) Building 4 (5) (2) Building 5 (6) (1) Building 9 (7) (1) Building 11 (8) (3) Building 12 (ii) Analysis of oil will include testing per NFPA 70B table 11.19(a) (1) Gas in oil analysis (2) Water content (3) Acid content (4) Interfacial tension (5) Color analysis (6) Dielectric strength (7) Specific gravity (8) PCB content (iii) Follow up sampling and analysis of (4) of the transformers identified in (i) within 90 days as necessary to trend any abnormal parameters. Year 2 (a) Infrared Thermo-graphic Inspection: Equipment listed below (a, b) in building 12 and approximately (32) thirty two panels in Bldg 2, 3 and 4 - VA Batavia will provide qualified electrician to facilitate access to equipment space as required. Contractor to provide a qualified electrician to remove access panels to equipment. (b) Perform inspections, testing, cleaning, lubrication, calibration and adjustment of the following equipment: (i) Building 12: (1) (4) 15000 Volt draw-out air circuit breakers (2) (1) 15000 Volt main switchgear (3) (l6) Over-current protective relay devices 50/51 (4) (9) Various panel meters (5) (1) Battery charger (6)(l) 4160/13200 Volt transformer (7) (1)4160 Disconnect switch (8)Building Grounding System (ii) Building 12: (1) (2) 4160 Volt draw-out circuit breaker/start combinations (2) (6) Over current protective relay devices 50/51 (3) (6) Various panel meters (4) (l) Tie switch (5) (1) Automatic transfer switch (6) (l) 4160 Volt disconnect switch (7) (1) Dry type transformer (8) (1) 480 Volt molded case circuit breaker (9)(2) 480 Volt Switchgear (10)(1) 480 Volt Load Center (iii) Building 2, 3, 4 (1) (32) Electrical Panels (2)(2) Building Grounding System Year 3 (a) Infrared Thermo-graphic Inspection: Equipment listed below (a) in buildings 1, 2 and 5 and approximately (44) forty four panels in Bldg. 5, 6, 7, 8,9, 10, 11, 12, 13, 17, 18, 19, 20,21,23,24, 25, and 26 - VA Batavia will provide qualified electrician to facilitate access to equipment space as required. Contractor to provide a qualified electrician to remove access panels to equipment. (b) Perform inspections, testing, cleaning, lubrication and adjustment of the following equipment, (i) Building 1, 2 and 5 (1) (2) 4160 Volt disconnect switches (2) (6) Automatic transfer switches (3) (3) Panel Meters (4) (2) Dry type transformers (5) (3) 480 Volt molded case circuit breakers (6) (3) Building Grounding System (ii) Building 5, 6, 7, 8, 9, 10, 11, 12, 13, 17, 18, 19, 20, 21, 23, 24, 25, 26 and 30 (1) (44) Electrical Panels Contractor shall provide Emergency Electrical Repair service within 4 Hours of the initial service call 24hrs a day/7 days a week. Each service call shall be funded by a separate procurement.. The NAICS Code is 811310. The expected cost range for this firm fixed price contract to include two option years is below $50,000.00. This sources sought is to determine whether there is sufficient interest to warrant either an open market or a small business set aside competition for this procurement.. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Syracuse VAMC. Please note at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the concern for a proposal to be considered for a small business set-aside.
