- This is a Notice of Intent to increase the Scope of contract N00173-16-C-2001 awarded on November 16, 2015. The effort under the contract is in support of the Naval Research Laboratory (NRL), Chemistry Division, Polymer Physics Section and involves the scientific, engineering, technical, and analytical support for a range of NRL research projects supporting the Navy's study of the molecular basis for the mechanical, electrical, optical, and thermodynamic properties of materials and the development of novel polymeric systems. The NAICS code for this procurement is 325510 - Paint and Coating Manufacturing. During performance of the contract, an opportunity to increase performance was identified. The increased performance was found through the inclusion of a synthetic rubber that will enable a glass phase transition to occur increasing the ballistic penetration resistance. The application of this rubber (for flat panels only) requires acquisition of the rubber, custom machining of the rubber and the acquisition of a high adhesive strength adhesive. Due to the nature of the research and development effort, NRL could not have reasonably estimated the additional needs under this program. The new actions will be performed in conjunction with other actions already being performed under the contract. This change will increase the cost, and price, of the procurement. This action includes a maximum increase of approximately $86,000. This "Notice of Intent" is for informational purposes only; it is not a request for competitive proposals nor should it be construed as a commitment by the Government. Interested parties may submit comments in writing to the contract specialist listed below. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government. NRL does not intend to issue a follow on contract.
