- This is neither a request for quote or proposal nor an invitation for bid. The intent of this pre-solicitation synopsis is to inform potential offerors of this requirement. The Request for Proposal (RFP) will be issued by NAVFAC Mid-Atlantic Hampton Roads IPT on or about July 15, 2016. The solicitation number will be N40085-16-R-6152 on the Navy Electronic Commerce Online website (NECO) at https://www.neco.navy.mil/index.aspx. A Vendor User Guide is available for download at the site as well as the NECO Help Desk contact phone number for any issues/questions related to the website. Ensure that you register with the site so you will receive emails applicable to this solicitation in the event of any amendments and/or any changes regarding this solicitation and/or solicitation of interest. Primary POC: Jeff Haycox, (757) 341-2074, email: jeffrey.haycox@navy.mil A sources sought notice was posted on March 17, 2016 under solicitation N40085-16-R-6153 to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as a total small business set aside. NAVFAC Mid Atlantics Office of Small Business Programs concurs with the determination to solicit as a total small business set aside. Contract Description: Design-Bid-Build project to repair steel and concrete sheet pile bulkheads and pile fendering systems of CEP-175 and Z-308 Bulkhead at Naval Station Norfolk. All labor, materials, equipment, tools, transportation, supervision, safety, surveys, layout work, quality control and management necessary to fulfill the requirements of the task orders issued by the Contracting Officer under this contract. The estimated contract value is between $10,000,000 and $25,000,000. The anticipated award of this contract is September 2016. The North American Industry Classification System (NAICS) Code for this project is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $36.5 million.
