- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Illumina, Inc., 5200 Illumina Way, San Diego, CA, 92122 to procure one each MiSeq Benchtop Sequence System (15033616), ten each MiSeq Reagent Kit v3 (MS-102-3003), five each Nextera XT Index Kit (FC-131-1001) and five each Nextera XT DNA Library Preparation Kit (FC-131-1024). The instrumentation is needed to perform deep sequencing to following influenza virus evolution and the kits for the sequencing system. The kits have been used for the ongoing experiments for the influenza virus evolution as it is needed for the continuity of the same testing must be maintained to ensure experimental results are not influenced by other variables. Failure to obtain the required kits and instrumentation would result in the inability to characterize our viruses. Place of delivery is Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and replacement parts must be compatible with existing equipment. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that can provide the equipment and kits may submit a response that will be considered by email (subject line to reference NIAID-NOI-16-1796461) to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Monday, July 11, 2016. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
