- The statement of work is attached regarding the cable TV service. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Solicitation Number is TIRNO-16-Q-00234 and is issued as a Request for Quote (RFQ) with the statement of work. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular current to 2005-87. The associated North American Industrial Classification System (NAICS) code for this procurement is 515210 with a small business size standard of $38.5M. Period of performance includes a base and four option years. The government intends to issue a Firm-Fixed Price (FFP) award based on the lowest priced technically acceptable (LPTA) quote. In order to be considered for award, the quote must be determined to be technically acceptable. Offerors providing the required installation of equipment, maintenance and television programming services will be considered technically acceptable. Criteria under the LPTA process are judged on a pass-fail basis only. No other rating or qualitative value will be assigned. Price shall be evaluated only on quotes deemed technical acceptable. Quote submittal must, at a minimum show: (1) solicitation number, (2) price, (3) cable provider, (4) name, address, and telephone number of offeror, (4) Taxpayer Identification Number, (5) CAGE Code and (6) DUNS Number. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. All questions should be submitted to faith.m.ashton@irs.gov by 4 p.m. on July 6, 2016. Responses will be provided as an amendment to the solicitation on July 8, 2016. The RFQ closing date is 12:00 PM Eastern Standard Time, July 11, 2016.
